Should You Pay Lucius 5000 Denarii In Anno 117 Pax Romana
To put it simply, it's better to pay Lucius the 5,000 Denarii in Anno 117: Pax Romana. There's no repercussion even if you refuse, but if you choose to pay, the Empress will give it back more than twice the amount. Therefore, if you can afford it, it's best to agree to Lucius's Strange Demand.
Although the story is slightly different, this demand will appear regardless of who you're playing as in the campaign. When playing as Marcus, Lucius simply demands that you pay 5000 gold to cover the cost of Julia's birthday party. However, if you're playing as Marcia, Lucius will put the demand under your husband's name, saying that it's for his medical costs, even if you haven't seen him yet and are not allowed to see him.

Despite him asking for 5,000 Denarii, the Empress will give you 11,000 gold. Considering you also "donated" food, time, and tiles, the journey will be worth it.
Choose To Refuse Giving Lucius Money In Anno 117 Pax Romana
If you choose to refuse to pay Lucius, he will be angry. When playing as Marcus, he will curse the governor and threaten that "someone else will pay."
However, just like with the first option, there's no long-term effect on this anger. The major difference is that you won't get the 11,000 Denarii from Julia later, meaning all those efforts to move cargoes around will be in vain.
