As players develop a region in Arknights: Endfield, they will gain EXP for the region's Development Level. Leveling up will unlock new features for the area, encouraging Endmins to actively scour the region fully.
One of the features players can unlock is the Metastorage, which requires Endministrators to reach Development Level 12. Here's an overview of what is Metastorage in Arknights: Endfield and how to use it.

A tier list can help players assess the characters they have and which to prioritize; here's Arknights: Endfield tier list.
Metastorage In Arknights Endfield
The Metastorage transfer in Arknights: Endfield unlocks once you reach level 12 in a region's Development Level. This feature allows you to transfer items from that region to another without actually taking the items from the sending depot.
For example, once you reach Development Level 12 in Valley IV, you can use the Metastorage transfer to send items to Wuling.
Afterward, let's say you choose to transfer Originium. The item will be added to Wuling's depot, but it won't be taken from Valley IV's storage. Basically, it's a free transfer, rewarding you for maximizing the development in a region. You can even send resources that you don't have, if you want.
In version 1.0, Wuling can only reach level 6 in development, so you can't use Metastorage transfer from there. You can't even do the normal Stockpile transfer from Wuling in Endfield 1.0.
How To Use Metastorage Transfer In Arknights Endfield
To begin a Metastorage transfer in Arknights: Endfield, go to the Protocol Management page, which you can open by pressing the PAC (a factory area's main tower).
Next, choose Regional Transfer.
Press Metastorage to deactivate Stockpile transfer, then choose the destination, for example, Wuling.
Now, choose which material you want to send. Remember that you can send items that you don't even have, so you can always transfer the maximum quantity.
Each transfer will take one hour, and the number of items you can transfer depends on their rarity. Items that are common or easy to make are only worth 1 point, so if you're allowed to send 1500 Transfer Value, you can send 1500 of that item. Meanwhile, uncommon items are worth more points. For instance, Buck Capsule [B] is worth 20 points. So you can only send 75 per transfer.
Note that Metastorage transfer can only send certain materials. For instance, you can't send Xiranite from Valley IV to Wuling, as the item is not included on the list.
Once ready, press Start Transfer.
Now, you can see the Delivery Timer, indicating how long it will take until your items are added to the destination's storage.
If you choose the wrong resources, you can stop the transfer early, but redoing the transfer will restart the timer back to one hour.
