The Shinbakufu isn't the only faction that players should be concerned about in Assassin's Creed Shadows. Several little criminal factions will become known as you progress through the game, and eliminating them will be quite rewarding. The Pirate Alliance is one of those factions that has been terrorizing the citizens of the Wakasa province. It's up to Naoe and Yasuke to eliminate this faction and put an end to their constant raiding and pillaging.

Players will encounter a choice to either give the Manifest to Hiromichi or withhold it at the end of "Of My Enemy" quest in Assassin's Creed Shadows.
How to Start the Pirate Alliance Quest in Assassin's Creed Shadows
To start the Pirate Alliance quest, players must visit the town of Sakamoto Gate in the Wakasa Province in Assassin's Creed Shadows. The town is located on the northwest edge of Wakasa, so players may need to travel a bit to reach it.
After entering the town, interact with a message board in the middle of the town to find out about the pirates who are terrorizing Wakasa. This will mark the Pirate Alliance quest on your objective board.
Alternatively, if players are pursuing The Performer (Shinbakufu), they'll be able to receive this quest towards the end of the mission, right before assassinating Takeda Motoaki.
The intel on all three pirates is available from the get-go. But to find the location of the last pirate, Sen, players will have to defeat all three targets.
Pirate Alliance Target 'Kage' Location
The first target of the Pirate Alliance is Kage, who can be found on a boat off the coast of Obama, Wakasa, in Assassin's Creed Shadows. Simply head southwest of the town, and you'll find the target on a boat with several enemies around.
Board the boat and defeat Kage to get the Brotherly Pride epic katana as a reward.
Pirate Alliance Target 'Lopo Cruz' Location
The second target is Lopo Cruz, who can be found in Nariu's Lair, right in between two bodies of land. The camp is located in the Shattered Coast, Wakasa. Players will have to go through an enemy camp that's heavily guarded. However, sneaking through the camp while assassinating one or two enemies is entirely possible.
Lopo Cruz can be found on a ship northwest of the camp. He'll be alone on the ship, so it'll be easier to take him down. Players will get the Ocean's Grip legendary kusarigama after defeating Lopo Cruz.
Pirate Alliance Target 'Little Kappa' Location
Players can find Little Kappa in the Maizuru's Lair in the middle of the Shattered Coast, Wakasa. The lair is filled with explosive barrels, so players can take advantage of them, blowing them up with a tool when Little Kappa gets close. Although the damage isn't enough to kill the target, they'll at least lower his health a bit.
Other enemies in the camp will make the fight a little difficult. However, once players defeat Little Kappa, they'll receive Kappa's Hammer epic Kanabo. There's a Jesuit priest who was held captive in the camp. After talking to him, players will find the location of the last target for the Pirate Alliance quest in AC Shadows, Sen.
Should You Attack or Spare the Pirate 'Sen'?
Players can head to the Yura Fishing Village in the Fukuchiyama area of Tamba to find Sen. He's located in the western part of the village. However, players will have an option to talk to him. Sen will explain how he's left his pillaging days behind him and now works for the betterment of people. Players will have a choice to either spare or kill him.
If players decide to attack Sen, it'll simply lead to a fight, similar to other targets. However, choosing to end the conversation without violence will still complete the Pirate Alliance quest in Assassin's Creed Shadows. Players will get the buildup with combo ender engraving from Sen. You won't be getting the epic weapon for Sen on sparing him though.
If players have already assassinated The Performer (Shinbakufu) and recruited Oni-Yuri, they'll have a key to a mysterious treasure box that can complete the quest by visiting Shindo, the Biwa Master, and find the legendary chest in the Koromodako Cave in the Shattered Coast region of Wakasa.
