The four branches of the Eldian military in Attack on Titan consist of the Cadet Corps full of new recruits; the Garrison Regiment, which patrols and maintains order within the walls; the Military Police Regiment, which tends to internal affairs; and the Scout Regiment.
The latter is responsible for the most dangerous of tasks, including coming into regular contact with the fierce titans that plague the island, as well as performing research on these colossal foes and expanding Eldia's reach outwards. Since scouts are constantly thrown into nightmarish scenarios, many of them have become hardened by battle and rough experiences to the point of developing strengths unseen by most humans in Attack on Titan. Out of all the scouts, the absolute strongest stand out for their bravery, battle prowess, as well as uniquely powerful traits.
Updated on March 11, 2023, by Suzail Ahmad: Throughout the series, the Survey Corps or the Scout Regiment have been involved in tussles with the Titans and, at times, with other humans. They have to ensure the survival of humanity, which is by far and above the toughest job for any person living on Paradis Island. The scouts have had to fight terrifying Titans, and in these situations, one wrong foot leads to certain death, which is why the scouts are thoroughly trained before they step outside the walls. Due to their intense training, many members of the Scout Regiment see a huge spike in their physical and mental abilities. Despite receiving the same training, some of the Attack on Titan scouts are stronger than the rest.
18 Historia Reiss
Before the truth about Historia's lineage came out, she was nothing more than a member of the Scout Regiment. Historia was a part of the 104th Cadet Corps, where she formed a close bond with Ymir. Unlike most of the other characters in the series, Historia is kindhearted and open-minded.
She was an excellent teammate who could work with anyone. Historia would listen to the opinions of others and try to help them whenever she could. Even though she appeared frail, Historia managed to finish in the top 10 graduates of the 104th Cadet Corps.
17 Keith Shadis
Keith Shadis was the only Scout Regiment Commander to step down. He served as the 12th Commander but gave up the position willingly, which was filled in by Erwin Smith. Subsequently, Keith became an instructor for the Military Training Corps. He was often depicted as a strict man with the ability to discern the personalities of the cadets.
Keith Shadis' combat abilities remain relatively unknown, but given his history as Commander, it would be fair to assume that he was a strong scout. He could have become even stronger, but his outdated methods limited his fighting potential.
16 Miche Zacharius
Miche Zacharius was a renowned scout of the Scout Regiment. He was considered to be second only to Levi in terms of battling Titans. Miche Zacharius was capable of fighting against numerous Titans due to his vast experience. He was also skilled at handling the ODM Gear, and he could use it to take out his enemies without any support.
Miche Zacharius was renowned for his acute sense of smell, and he often relied on it to pick up the scents of Titans. With his incredible olfactory senses, Miche Zacharius often proved to be invaluable for the Scout Regiment. Sadly, he met a gruesome end when he was captured and eaten alive by multiple Titans.
15 Reiner Braun
Reiner might have been a Warrior of Marley, but he served as a scout for enough time to warrant inclusion on the list. Aside from his ability to transform into the Armored Titan, Reiner is physically very strong, and he could overwhelm almost all the members of his regiment.
Reiner is also an extremely clever fighter, and he can make the best of any given situation. His superior combat skills allowed him to train other cadets, including Eren. Reiner's impressive abilities ensured that he passed as the second-best graduate of the 104th Cadet Corps.
14 Bertholdt Hoover
For the most part, no one could have expected Bertholdt to be a traitor. He was a reserved individual who didn't seem to have any problems with other people. He joined the 104th Cadet Corps in an attempt to find out more information pertaining to the Founding Titan.
In contrast to his shy behavior, Berholdt was actually a strong fighter. He was named among the top three graduates. Bertholdt's feats include killing a Titan without any vertical maneuvering equipment and momentarily overwhelming Mikasa.
13 Samuel Linke-Jackson
Despite not having a huge role in the anime, Samuel is an integral member of the Scout Regiment that has been there alongside the main characters since their days in the Cadet Corps. He's a dark-haired man of average capabilities; however, he deserves recognition for staying alive, which is not something that can be said for other characters.
In the most recent events of the series, Samuel was with the other Scout Regiment members during their surprise attack on Marley. He was among those who pummeled the person who shot Sasha Braus in cold blood.
12 Louise
Louise first appeared in the series when she was saved by Mikasa during the struggle for the Trost arc. Since that rescue, Louise has joined the military and was accepted into the Scout Regiment. Using Mikasa as a role model, she lives her life thinking that strength is all that matters in this cruel world.
During the attack on Marley by the Scout Regiment, Louise aided Jean when he attempted to kill the Cart Titan. Despite failing to take the titan down, she managed to kill three members of the Marleyan forces' Panzer Unit before she and Jean had to retreat.
11 Floch Forster
Floch's recognized for his outspoken nature. He is unafraid to speak his mind and even had the guts to stand up to Levi on multiple occasions. He is a self-admitted coward, though this is self-deprecation and little else, as he has never backed down from a fight, verbal or physical, and this admission speaks only of his fear of a meaningless death as opposed to a glorious and worthy one.
During the attack on Marley arc, Floch was seen setting up explosives that wantonly destroyed many structures and resulted in the death of many civilians. He was verbally reprimanded by Jean, though retorted defiantly, stating that he believes all Marleyans to be at fault for the suffering he and the other Eldians have faced.
10 Conny Springer
As a comic relief character, viewers would not expect Conny to outlive many others, yet he is one of the scouts who are still active and at the core of the most important military operations. He has been seen time and again backing up his friends and comrades, regardless of the situation, displaying true courage that supersedes his physical prowess in terms of strength.
One of his most noteworthy confirmed kills is when he takes out a member of the immensely dangerous Anti-Personnel Control Squad in Episode 44. As the scouts did battle against this group of trained human killers, Conny was one of those who got up close and personal with the enemy while others provided cover fire.
9 Sasha Braus
Many write Sasha off as solely being an insatiable glutton, particularly due to the "potato girl" moniker she has earned for herself as a result of sneaking extra food onto her plate and into her face. With that said, even though there's a lot of comedy to this character, others should not underestimate her strength as a Scout.
As the daughter of a hunter, Sasha learned how to use a bow from a young age. As such, she is very proficient at using such ranged weapons, despite Scouts primarily using melee weaponry to take down their enemies. However, on a few occasions, she has demonstrated that the skills she initially learned to feed herself are more than just for hunting deer and rabbits.
