Boruto: Two Blue Vortex has already given the fans a ton of exciting battles so far, as well as powerful characters to feature in those battles. The series was always expected to eclipse the previously established power levels in the series, and that's exactly what it did. Whereas being as strong as a Kage was rare at one point, now, the standards are so high that surpassing a Kage isn't much of a surprise. So far, Boruto has revealed a ton of exciting characters with powers far surpassing a Kage, and it's only a matter of time before more start showing up.

Mitsuki hasn't had much focus in Boruto: Two Blue Vortex, but during his brief fight against Boruto Uzumaki, it was quite easy for the fans to see that he's actually very powerful. Mitsuki has trained himself incredibly hard to kill Boruto over the timeskip, and even though he ended up changing his mind, the fact that he could stand his ground against him is enough to establish the fact that he's beyond Kage Level already.

Himawari Uzumaki

The New Tailed Beast

Himawari Uzumaki was seen getting heavily involved in Boruto right off the bat, and this was a surprise to many. In the initial series, she didn't get much attention. Now, however, it's been confirmed that Himawari is a monster in terms of power, and that's all thanks to Kurama reincarnating inside of her. Himawari isn't just a Tailed Beast Jinchuriki. In fact, she's something much stronger — a Tailed Beast incarnation herself.

Eida

The Omnipotence User

Eida has always been one of the most powerful characters in Boruto, and that doesn't change now. She has the powers of Shibai Otsutsuki, having both the Senrigan and the power of Omnipotence. Eida can do anything she wants with her powers and is truly unstoppable. A mere Kage stands no chance against her.

Code was established as the major Boruto villain immediately after the death of Isshiki Otsutsuki, but he has failed to live up to the expectations since. Still, Code is strong, especially after his limiters were removed. He continues to seek power and compared to a Kage, he's already levels above.

Kashin Koji

Kashin Koji was stronger than the average Kage right from the beginning in Boruto, so it shouldn't surprise anyone to know that he's stronger than them now. It is unknown how he's strengthened himself over the timeskip, but prior to it, he could flawlessly use Sage Mode and stand his ground against the likes of Isshiki Otsutsuki, making him far stronger than a Kage.

Boruto Uzumaki

Konoha’s Secret Protector

Konohagakure has many powerful next-generation ninjas, but the strongest of them all is the one who was driven out of it. Boruto Uzumaki has grown tremendously during the timeskip, and he's already a monster who can fight and even beat some Otsutsuki. Under Sasuke, he trained incredibly hard to learn the Uchiha style of fighting, and under Kashin Koji, he learned several abilities from multiple timelines.

Kawaki

Kawaki and Boruto Uzumaki grow side by side in terms of power. Fans know that Kawaki carries the Karma of Isshiki Otsutsuki, so he should be on his level already. Whatever limiters Amado had placed on his body have now been removed as well. Kawaki is so strong that he can hold his own against Jura, and that makes him very dangerous.

Sarada Uchiha

The Future Hokage

Sarada was always going to surpass the vast majority of the next generation characters in Boruto, and that's exactly what she's done in the story. Fans know that Sarada is incredibly powerful, especially after the awakening of her Mangekyo Sharingan. With her powers, she can even take down a Shinju, and her full potential is still to be revealed.

The Unbeatable Prodigy

When it comes to the strongest of prodigies in Boruto, Damon often comes to mind. Just like Eida, he has the DNA of Shibai Otsutsuki, and that makes him practically unbeatable. Damon can reflect any and all attacks instantly back to the user, even if he isn't aware of the attack. His combat prowess is immense and overall, he's one of Boruto's strongest characters.

Shinju

The Strongest Bunch

The Shinju were born recently in Boruto and their strength knows no bounds. Even as newborns, they rivaled some of the strongest characters in the series. The Shinju all possess monstrous strength, and all of them are stronger than the Kage. The strongest, Jura, is far above the level of any foe that's been revealed in Boruto so far.
