Boruto: Two Blue Vortex is still in its early stages, and fans know very well that the series is only going to get more exciting going forward. Boruto: Two Blue Vortex is currently focusing on the likes of the Shinju. As fans know, the Shinju are incredibly strong enemies that will give even the strongest of Shinobi, such as Naruto Uzumaki and Sasuke Uchiha a run for their money.

Baryon Mode is strong, and will have a new user soon in Boruto.
But, strong as they are, they aren't the final villains of the Boruto series. Their defeat has already been confirmed in the story, and the fact is that an even bigger battle between Boruto Uzumaki and Kawaki has already been set up in the story. That said, the final villain is someone else altogether.

As fans know, Boruto Vs Kawaki is an inevitable battle that will take place later down the line in the Boruto series. For now, this battle isn't even close. What fans know is that Boruto Uzumaki and Kawaki have decided to team up for now, and this team will last until the Shinju have been successfully taken down. As long as the threat of the Shinju exists, Boruto and Kawaki will fight together, and that's precisely what confirms to the fans that the Shinju will be taken down later down the line.

In the prologue of Boruto, fans can clearly see Boruto Uzumaki and Kawaki fight against each other, and this can only mean Jura and all the others who fought by his side have been dealt with. Clearly, Jura isn't the final villain in Boruto, but neither is Kawaki, since he isn't written to be a final villain at all.

Boruto Could Bring Kawaki To His Senses
While Kawaki does seem to be the best candidate for the title of the “Final Villain” in Boruto, it is highly unlikely that it'll be him. After all, Kawaki is a main character and someone that Naruto and Boruto both adore. He may have gone astray, similar to how Sasuke did in the past, but he is most certainly not the final villain. This is precisely why there needs to be a bigger and more powerful villain that everyone would need to join their forces to beat, and this person might actually already have been introduced in the series.

Sasuke and Naruto still have a role to play in Boruto. They have a huge battle to take on once they return.

The only character that is worthy of being the final villain in Boruto is Shibai Otsutsuki. As fans know, Shibai Otsutsuki is a monstrously powerful individual, and the only known Otsutsuki to have actually become a God. He left his mortal body behind and exists in a different plane right now, but that doesn't mean he is dead or that he won't be important moving forward.
Naruto And Sasuke Will Return Before The End
Shibai is the perfect final villain for Boruto, and someone that Boruto and his team will have to fight together to beat. Most likely, by this time, Naruto and Sasuke will also have returned, which means they will join this battle as well, and every fan will enjoy the fight to the fullest.
I realize that Boruto started as a sequel to Naruto, but due to Naruto's massive presence, it's been a pretty tough road to travel. Boruto has finally emerged as a proper protagonist in his own right. But will he be a hero on the same level as his father? Or maybe even surpass him? To be honest...
