This was a battle that many expected, especially since Jura was specifically waiting for Boruto Uzumaki to show up. As he did in the previous chapter, now, Jura wasted no time in attacking him. Their battle has officially begun, and naturally, Boruto emptied his arsenal in this clash. Much to the surprise of the fans, however, even his strongest Justu, Rasengan Uzuhiko, didn't work against Jura, putting him in a tough spot.

Rasengan Uzuhiko is one of the strongest techniques that fans have seen in the story. In fact, it wouldn't be a stretch to say that it is one of the strongest in the entire Naruto franchise, such is its potential. Rasengan Uzuhiko is, essentially, a mighty technique that allows Boruto Uzumaki to create a Rasengan that can incapacitate his enemies semi-permanently.
To use the technique, Boruto uses his chakra, along with the chakra of the planet, to create a Rasengan. The rotation of the planet is carried by the Rasengan and when it lands on the enemy, Ur transfers the energy of the planet to them, affecting their body semi-permanently. Even if the technique doesn't blow them up, it still causes them to lose balance or experience vertigo.
When charged up to the maximum, this technique can simply blow away the target completely, as seen when Boruto used it on Jura. Undoubtedly, Uzuhiko is very powerful and remains to be one of the mightiest abilities in the story. However, it would be too easy if Uzuhiko simply countered the strongest being in the story right now. In Boruto's battle against Jura, he was able to create a counter to Uzuhiko.

In Boruto: Two Blue Vortex chapter 22, Boruto Uzumaki cleverly used his arsenal to land a powerful Rasengan Uzuhiko on Jura. While Jura did clearly feel the effects of the technique and was even brought to his knees, he didn't fall. Jura was able to cancel the effects of Uzuhiko, even though they use the planet's energy, and force the user to feel vertigo until canceled by Boruto himself. For Jura, however, this wasn't an issue.

Jura could easily understand that the mechanics behind the Rasengan are, essentially, copied from a Tailed Beast Ball. As such, any variant of the Rasengan follows a similar logic. By understanding the mechanics of the technique and being a user of the Tailed Beast Ball himself, Jura was able to use his chakra to cancel out the effects of Uzuhiko.
Who Else Can Cancel Uzuhiko?
Just like Jura, there are other characters who should, in theory, be able to cancel out Rasengan Uzuhiko. For instance, Jinchuriki with the powers of Tailed Beast Ball should be able to do it. At the same time, users of Rasengan with huge chakra reserves, such as Naruto or Minato, should also be able to cancel it.
