Boruto: Two Blue Vortex has continued its serialization for quite a while and while the plot hasn't undergone massive changes yet, given that the main villain group introduced right at the beginning of the story is still alive and well, fans know a ton has changed in the world.

When it comes to revealing strong Jutsu, Boruto: Two Blue Vortex has already taken things to a completely new level. In fact, Kishimoto has also recently revealed the strongest user of the Rasengan, and much to the surprise of the fans, it isn't Naruto Uzumaki.

The Rasengan is, simply put, a ball of chakra with great chakra control and shape transformation. This Justu was first created by none other than Minato Namikaze, the man known as the Legendary 4th Hokage. As fans know very well, Minato was a genius and for him, creating a Jutsu such as the Rasengan is no surprise. In the Third Great Ninja War, Minato ended up fighting against two Jinchuriki from Iwagakure, and both of them had tremendous power of their Tailed Beasts. It is by observing the Tailed Beast Ball that he came up with the idea of creating the Rasengan. This Jutsu ended up becoming his legacy and was passed on from him to Jiraiya, and from Jiraiya to Naruto.

Of course, the Rasengan, by itself, was always an incomplete technique and it also required nature transformation being applied to it. When that was acquired, Naruto Uzumaki successfully upgraded it and created the Rasenshuriken, a mighty powerful ability.

When one speaks of the best and most versatile user of the Rasengan, Naruto Uzumaki stands out as the very best. Naruto learned and absolutely mastered the Rasengan, but that was just the beginning. He also managed to create the Rasenshuriken, and he incorporated Six Paths powers with his abilities. Naruto can use so many variants of the Rasengan that one simply loses count. From Rasengan that can create miniature holes, to ones that can create meteor-sized craters, he can do it all.

His strongest Ransengan and Rasenshuriken can cause large-scale destruction, and fans saw that very well in the Fourth Great Ninja War.
Boruto: Kishimoto Has Already Hinted At Sarada's Susanoo Ability, And It's Overpowered
Sarada has huge potential in Boruto. Her Susanoo ability will be insane.
Boruto Has The Strongest Ransengan
While Naruto has the widest variety of Rasengan, however, the most dangerous one of them belongs to Boruto Uzumaki, making him the strongest Rasengan User. Especially right now after Naruto lost his powers. Boruto's Rasengan Uzuhiko uses planetary rotation and deals semipermanent damage to the enemy. Only those who can use the Tailed Beast Ball or Uzuhiko can cancel this technique out. Boruto is certainly underrated, and fans know that very well.
Overall, Naruto is still the better user of the technique, given his mastery over it and the fact that he has way too many variants for different situations at his disposal. But, despite that, it is a given that Boruto's variant is the stronger one, and that makes him the strongest Rasengan User. Boruto might invent an even stronger version of the technique later down the line, and fans are incredibly excited for that.
