Boruto: Two Blue Vortex brings further chaos to Konoha in the form of Jura, the humanoid manifestation of the Ten Tails. He is undeniably the strongest character in Boruto's current arc and could wipe out the entire village with ease. It goes without saying that his threatening presence warrants an immediate and decisive response from Boruto Uzumaki and his allies.
However, there’s a looming threat in Konoha that demands more attention from Boruto as well as the acting Hokage. Kobu’s arrival in the village is a clear indication that the feudal lord of the Land of Fire is losing trust in Shikamaru’s leadership, hinting at a political unrest that could cause a great divide in Konoha. At this point, it might be reasonable to think that Jura won’t bring about Konoha’s destruction, but its own people.

Shikamaru’s Hokage Role Comes Under Scrutiny
Kobu Wants Shikamaru’s Resignation
Becoming the unofficial Eighth Hokage is not in Shikamaru’s plan, but it’s the last thing he refuses to lose right now. It’s not that he wants to make it official, but the Hokage position allows him to make certain decisions that would normally require the approval of others. To be specific, his decision to work with Boruto, aka Naruto’s fake murderer, would normally risk his reputation if done publicly.
However, since Naruto’s sealing, Shikamaru has made reckless decisions that eventually caught the unnecessary attention of the feudal lord and the presence of his chamberlain, Kobu. They are convinced that Shikamaru is conspiring with Boruto to destabilize Konoha, fully unaware that every move they made was calculated to protect the village from Jura and the Shinju Clones.
If things keep progressing like this, it would only be a matter of time before Shikamaru is cornered and resigns as interim Hokage. Worse, Kobu could fabricate accusations against Shikamaru, unless Mamushi kills him first. If he survives, he could simply tell the Fire Daimyo that Shikamaru ordered someone from the Yamanaka Clan to manipulate his mind, all in an attempt to end his life.
Shikamaru Faces Potential Fallout With Konoha’s Ninja
Shikamaru Risks Losing the Yamanaka Clan First
Fallouts are nothing new in Konoha, and the village has managed to survive them all the time, no matter the cost. This time, however, Shikamaru’s potential fallout with the Fire Lord could cause a great divide among the ninja of Konoha, and the consequences might be irreversible. Some might continue serving under Shikamaru, while others could work with the Fire Lord to honor and avenge Naruto. The Fire Lord could also utilize ninja technology to tighten his grip and assert control over Konoha.
To make matters worse, the Yamanaka Clan might turn its back on Shikamaru. The first ones to go could be Ino and Sai, who have little to no knowledge about the real circumstances surrounding Naruto’s fate. They are already suspicious of Shikamaru’s actions, especially now that Inojin is deeply involved. Above all else, they don’t want to endanger Inojin, let alone allow Shikamaru to use him as a pawn for the sake of political stability.

Moreover, Inojin is in a deeply precarious position. If he continues to follow Kashin Koji’s order to eliminate Kobu, he could truly become a real murderer. That alone would be more than enough to earn the ire of Ino and Sai, who would never forgive Shikamaru for placing their son in such a position.

Jura Isn’t Konoha’s Greatest Threat
Jura has a soft spot for Konoha, at least for now. He means no harm to the village, seeing it as a great source of knowledge about humans and their culture in general. Even Mamushi steers clear of destroying the village during his attack, knowing he would anger Jura. There’s no way he would bring destruction to the village at the moment.
On the contrary, there are telltale signs that a civil war is brewing in Konoha. The most obvious indication is Kobu, whose investigation alone is enough to ignite suspicion and push Konoha toward internal conflict. Also, Boruto’s constant visits to the village risk fueling mistrust among Konoha’s ninja, especially that one ninja whom he complimented in Boruto: TBV Chapter 30. Most likely, it would not be that ninja’s last appearance. Once the entire village knows about Shikamaru’s alliance with Boruto, things might spiral out of control, with no clear way to restore peace.
