Naruto Uzumaki is the Seventh Hokage of Konoha in the Naruto series, and fans know that out of all the Kage, he is the most important of all. Fans have followed Naruto's journey from when he was a child detested by the vast majority of the people in his village, all the way to when he reached the very top and conquered the hearts of all the people in the world by saving the planet against the threat of the likes of Madara Uchiha and Kaguya Otsutsuki. It goes without saying that Naruto's journey to the top was absolutely phenomenal, and that in the process, he established himself as one of the greatest main characters in fiction.

However, in the sequel series, that is Boruto, Naruto Uzumaki is actually a shadow of his former self. There are many decisions that he has taken that simply don't make much sense or have affected his reputation in a negative manner. In fact, Naruto's biggest failure as Seventh Hokage has been highlighted time and again in the Boruto series, and it is the fact that he is ill-prepared for the attack of the Otsutsuki, which has been clear for quite a while now.
Naruto Uzumaki Is The Most Legendary Hokage Of Konoha

Naruto Uzumaki is quite easily the most legendary Hokage that Konoha has ever had. Although the foundations of Konoha were laid by the First Hokage, who had joined hands with Madara Uchiha to establish a place where children would not have to die or be sent to war, the future Hokage built on the model and contributed to it in different ways. Naruto Uzumaki became the greatest Hokage after the Fourth Great Ninja War, where he saved the world from the threat of Kaguya Otsutsuki and helped defeat the Akatsuki for good.
Once Naruto was more mature and Kakashi's reign came to an end, he took over as the Seventh Hokage. By this point, he was a renowned legend all over the world. His strength was unparalleled, and he stood as a symbol of hope and peace in the entire world. Not only that, but Naruto's biggest achievement was actually uniting the entire world. Before the Fourth Great Ninja War, villages were bickering with each other, and small wars led to greater ninja wars that engulfed different regions of the world. Following the Fourth Great Ninja War, the five villages live together in peace, and the threat posed by each other is no longer there. This is quite easily Naruto's greatest achievement and something that should not be overlooked at all.
Naruto is still the most influential Kage in Boruto. However, that doesn't mean that he is infallible. Naruto has made many mistakes in the Boruto series, but the biggest and most inexplicable of them all is the fact that he is incredibly unprepared for the invasion of the Otsutsuki, which has been looming over the heads of the shinobi kind for quite a while.

Shortly after, Toneri Otsutsuki showed himself. During the blank period, Naruto had to defeat him again to save the world from imminent doom one more time. Shortly after that, Sasuke found trails of the Otsutsuki, while exploring the dimensions of Kaguya and fans knew that the threat was now upon them.

By this point in Boruto, Naruto Uzumaki had enough information on the Otsutsuki and knew that they posed a significant threat to the world. Yet, the Five Kage, and specifically Naruto Uzumaki, did not take enough steps to match their threat and protect the world. When Momoshiki hit, Naruto was only able to save the village by sacrificing himself. Later on, Naruto was able to defeat Momoshiki and Kinshiki with Sasuke Uchiha.
Naruto Should've Prepared The World Better To Face The Greatest Threat
Once again, after dealing with the threat of the Otsutsuki, Naruto was not able to establish a firm groundwork for countering the threat of the Otsutsuki in the future. This is rather inexplicable, given their power. The Otsutsuki kind can destroy the world easily and at this point in time, Naruto should be rallying the strongest ninjas next to him and even the Five Kage to raise the next generation right and train them in ways in which they could be useful in the battle against the Otsutsuki.

For some bizarre reason, the world of Naruto is ill-prepared to face the threat of the Otsutsuki, which is why the likes of Boruto Uzumaki and Kawaki have to take on massive burdens despite being only kids.
Naruto Has Also Grown Weaker As A Ninja
Another big mistake of Naruto Uzumaki that absolutely cannot be understated is the fact that he allowed himself to get weaker as a ninja. By adulthood, Naruto Uzumaki reached his biggest peak. While sitting in the Hokage office, Naruto grew rusty and this led him to get weaker on multiple occasions. Sasuke was out fighting bigger threats, while Naruto was sitting in the office doing paperwork. For the strongest ninja and the best hope against the Otsutsuki, giving him this work is probably the worst thing any village can do.

Of course, Naruto still stood tall when it mattered, such as in the battle against Isshiki Otsutsuki and when the battle against Momoshiki got serious. However, it should never have come to that. The villagers' first line of defense against any great enemy should be their Kage, and they should not be handling paperwork. Naruto himself should be smart enough to know that he needs to keep his body active and fresh in anticipation of threats that could be even bigger than the likes of Isshiki.
Of course, the fact that Boruto is the main character also plays a part here. But, in terms of narrative sense, while writing a continuation, fans know that Naruto Uzumaki let down many with his decisions as the Seventh Hokage. Fans can only hope that after his return, Naruto is smarter than he was at the beginning of the series and learns from his mistakes. He needs to keep his body in its best shape and his skills sharper than ever when the threat of the Otsutsuki is looming above the earth.
