Boruto is the divisive sequel to one of the biggest mainstream manga series in the history of genre-defining shonen classics — Naruto. Unfortunately, despite its own fairly large fanbase, most old fans would take Naruto over it any day. It’s an impossible situation for the show (and its manga), considering how the divide between new and veteran fans is considerably strong. Having said all that, a lot of the fans who have actually given the sequel a chance have, well, not hated it. In fact, some of the lore and story expansions have been sketched out pretty well and have managed to convince a lot of naysayers. Some of the major antagonists in Boruto have managed to achieve quite remarkable feats in a short amount of time. Considering Naruto’s foes were powerful in their own right, that’s highly impressive. There may be a difference of opinion here, but generally, Boruto villains are much more powerful than their predecessors. They are stronger, more ruthless, and filled with even more malice. The worst part is that each one is just as strong as the next.

8 Boro

Cult Fanaticism With Terrifying Strength And Skill

Boro from Boruto was one of the vilest characters in the entire series. This guy embodied the mustache-twirling villainy with his dual roles as a member of Kara and a leader of a cult known for worshiping the Otsutsuki clan. He poisoned entire villages, only to swoop in as their supposed savior to remove said poisons. It was a calculated move to manipulate, brainwash, and recruit followers. On the combat side of things, Boro was a force to be reckoned with.

He was built like a deadly tank that was fully capable of taking on the combined assault from Team 7, including Kawaki. On top of his physical endurance and resilience, he possessed a regenerative jutsu that healed his injuries and instantly cured poison. Boro also had multiple elemental jutsu that he could unleash with lethal tactical proficiency.

7 Ada

A Diabolically Powerful Combination Of Abilities Makes Her More Lethal Than Most

First Appeared in: Manga - Chapter 56, Anime - Episode 287

Ada might not see herself as a great fighter, but that doesn’t make her any less dangerous. She is powerful in a completely unique way, thanks to her deadly power of enchanting anyone in her vicinity. On top of that, she can access Senrigan to view events from the past and even spy on things happening in real-time. With skills like these, Ada doesn’t need to lift a finger to take down her enemies.

What drives her is surprisingly personal — and, honestly, kind of relatable. She just wants to experience genuine love. But with her power affecting nearly everyone except close blood relatives and Otsutsuki clan members, it’s a near-impossible dream. Even Shikamaru points out how easily Ada could dominate the world with that kind of influence. She already reshaped the world’s perception in a major way when Boruto and Kawaki’s roles were swapped in the eyes of the public.

6 Code

A Warped Mind, A Twisted Sense Of Superiority, And A Vindictive Persona

Code isn’t just a villain; he’s a spiteful one with a whole lot of baggage, but that doesn’t stop him from chasing what he believes is his destiny. He is currently the heir apparent of the troublesome and feared Otsutuski clan and is carrying out their mission to attain Godhood. One of Code’s most menacing abilities is his Claw Marks, which are effectively teleportation portals that he can use for both, well, teleportation and long-distance communication. They basically make him a nightmare to track or pin down.

What makes Code even more unsettling is that he chose to hold himself back. He placed limiters on his own power to prove his loyalty to his former master. He’s removed them now, and his true potential is yet to be seen. Given how much trouble he’s already caused and his disdain for Kawaki, it’s safe to say Code is going to be a handful.

5 Momoshi Otsutsuki

A Sadistic, Power-Hungry, And Extremely Dangerous Boruto Villain With A God Complex

If there’s one villain from Boruto with a fearsome combination of power and personality, it’s Momoshi Otsutsuki. He sees himself as a higher lifeform, especially compared to shinobi. Unfortunately, he’s also got the firepower to prove it. Most fans consider Jigen or Isshiki to be the more powerful foe, and that’d be statistically correct, but Momoshi wins points for style. He’s strong enough to single-handedly take on Naruto, Sasuke, Boruto, and even the other Kage, which just goes to show how ridiculously overpowered this guy really is.

Momoshi Otsutsuki has the power to absorb ninjutsu and then use it as if it were his own. He possesses Byakugan on top of his already overpowered abilities and has an unsettling sense of entitlement and selfishness. This can primarily be seen from the time when he literally consumed his own father just to get a power boost while running low on chakra. He's an all-around evil person, no doubt.

4 Ryu

A Cordial Yet Unnerving Figure Who Has Access To One Of The Most Overpowered Abilities

One of the more wild and truly unexpected villainous entries in the series comes from the sentient human God Trees introduced in Boruto. While there are quite a few of them, none feel as intimidating as Ryu. He’s got the cold, ruthless vibe of early Gaara back before Naruto’s talk-no-jutsu softened him up. That’s not to say Ryu doesn’t have his own quirks, because he absolutely does. He’s got his own odd code of honor and actually keeps his word, which makes him even more unpredictable.

His ability to manipulate iron sand is as dangerous and unpredictable as one might expect. He can basically use it at his whim and can even transform into it if he wishes. One of the most shocking displays of his ability is when he catches Code spying and subdues him with ease. His power is so unreal that even Jura, the leader of the sentient Human God Trees, holds him in high regard.

3 Isshiki Otsutsuki

Evil Incarnate, The True Manipulator, And The Root Of Conflict

While technically, Isshiki Otsutsuki is no longer an active threat, his misdeeds and their snowball effect are very much in motion. Isshiki Otsutsuki set the trend for jaw-dropping moments, like the time he faced off against full-powered Sasuke and Naruto and beat them without breaking a sweat. For Isshiki, survival was everything. He wasn’t just looking to stay alive; he needed the perfect vessel to be reborn. Jigen, despite being his host for a thousand years, was just a temporary fix.

Isshiki would implant his mark, the Kama, on suitable vessels in order to resurrect himself in case he should perish. He also had the ability to access the pocket dimension, where the flow of time didn’t exist. One of the more crafty abilities in his arsenal was his ability to shrink himself and basically anything else — weapons, objects, even jutsu. This allowed Isshiki to spring traps on his opponents and effectively subdue them. The combination of his genius-level intellect, cold-hearted measures, and raw, terrifying power made him one of the strongest villains in Boruto.

2 Jura

Casually Performing Impressive Feats Like Nobody’s Business

Jura is truly a frightening presence in Boruto. He bulldozes through anything in his way with ease and shows absolutely zero concern for who he’s up against — whether it’s the Hidden Leaf’s shinobi or even Code, the current face of the Otsutsuki clan and technically his creator. If someone’s in his way, Jura doesn’t hesitate to simply just take them out.

What makes him even more dangerous is his mastery of the Ten-Tails Jinchuriki’s power. He is able to use it with so much brutish might and pinpoint precision that it's actually overwhelming to witness. And, as surprising as this sounds, he is also capable of showing genuine appreciation for strong opponents — a very Madara Uchiha-esque trait that somehow makes him even cooler. He’s powerful enough to take on Naruto, and his ultimate goal is to consume the Nine-Tails Jinchuriki. Now that he’s fully sentient, Jura isn’t just some mindless monster anymore; he's a full-on global threat who can destroy all life in existence.

The Ultimate Anti-Hero Of The Story, Boasting Strong Powers And Nefarious Ways

This might raise a few eyebrows, but there’s a solid reason Kawaki ranks at the top when it comes to the strongest villains in Boruto. The fact is that Kawaki is set up to be the true antagonist of the series as a mirror to the Sasuke and Naruto storyline, which involves two brothers with vastly different worldviews, backgrounds, and methods bonding then parting before inevitably clashing.

Kawaki might have good intentions at heart, but he is taking drastic measures to act on them, much like a certain other character. With a wide range of destructive abilities at his disposal and the upgrade from Isshiki’s powers, Kawaki is an unstoppable juggernaut. He can access pocket dimensions, transform his body to different sizes, and has rapid healing powers, too. In short, Kawaki is shaping up to be the final boss of Boruto.
