This article contains spoilers from the Boruto: Two Blue Vortex manga.
Boruto: Two Blue Vortex has recently begun its new arc, and along with incredible battles already on the cards, fans also know that the franchise is also going to give the readers some interesting political conflict. While politics in the Naruto world isn't necessarily what fans care much about, it is an absolutely massive part of the world, especially in Kishimoto's original series. In Boruto, focus on politics isn't as heavy, but the recent chapters have most certainly turned some attention to the biggest issue that Konoha faces at the moment, and that's not having a true Hokage.
Stronger Than Naruto: The Next Hokage In Boruto Will Be The Strongest
Naruto Uzumaki is strong, but the future Hokage of Konoha will surpass him in Boruto.
As fans know, Naruto Uzumaki was the Seventh Hokage of Konoha, but he was sealed away by Kawaki while the world thinks him dead. Meanwhile, Shikamaru has refused to take the position of Hokage officially, and remains interim. But, now, with Shikamaru being a potential traitor to the village, a new Hokage could be installed soon, and it's who many would consider the perfect replacement for Naruto Uzumaki, Konohamaru Sarutobi. Although he's been somewhat disappointing in Boruto, a few good showings will remind the fans that Konohamaru is Naruto's very own protege and the man who wants to be the next Hokage.
Konoha Could Get A New Hokage To Succeed Naruto Uzumaki
In the previous chapter of Boruto, fans clearly saw that Konohamaru Sarutobi was being questioned by the village Daimyo and Elders for collaborating with Boruto Uzumaki, who they consider the biggest threat to the village. But, the biggest suspect of all for them is Shikamaru Nara.

Boruto Finally Reveals The Perfect Replacement For Naruto And Sasuke's Duo
Sasuke and Naruto's era is over, and they have been replaced by this Boruto duo instead.
Given that Shikamaru never truly took the position of Hokage anyway, Konoha doesn't benefit from him enough, and they might well throw him into prison for collaborating with Boruto. In other words, the village will soon need a new Hokage, and the person who is set up to be the Hokage right now is Konohamaru Sarutobi.
He's already served as one of the strongest Jonin that the village has. On top of that, Konohamaru was personally set up by Kishimoto to be the next Hokage long ago. While Sarada is eventually going to claim the position, she's too young to lead the village right now. It has to be someone with way more experience, and the only fitting Jonin right now is Konohamaru.
Konohamaru Needs Bigger Moments Of Shine Soon
Of course, making Konohamaru a Jonin comes with its own problems. He isn't strong enough at the moment to be a respected Hokage of the village, and so far, he's been largely disappointing. That said, he is stronger than. Shikamaru at the very least. On top of that, Konohamaru could soon get a power-up and if he does, that's all it takes to make him a worthy Hokage.
I intend to become the Hokage, like big bro Naruto! — Konohamaru Sarutobi
Fans mustn't forget that Konohamaru set his eyes on the position of Hokage when he was a kid. He idolizes Naruto Uzumaki and he wants to live up to the expectations of everyone around up. If he becomes the next Hokage, it would then be the perfect opportunity for him to rise to the occasion and prove everyone wrong by leading from the front.
Sarada Will Take Over After Konohamaru
Eventually, Sarada Uchiha will have to become the Hokage in Boruto. She's very young right now so she cannot take on this position, but in a few years, closer to the end of the Boruto series, she will definitely become the first Uchiha Hokage that Konoha has ever had. For now, however, Sarada needs to grow more, both in terms of power and experience.
Boruto: Two Blue Vortex's chapter 28 is set for its official release on November 20, 2025. The release time of the chapter is 10 AM EST/ 3 PM UTC. As always, fans can read the chapter officially for free on the Manga Plus and the Shonen Jump apps.
