However, although the benefits are worth considering, they are at the cost of your life. Devils can be tricky to deal with, and those only on this job won’t live long. But what is the Public Safety Commission, and why do individuals join this organization?

What is the Public Safety Commission?
A Government Organization Geared Towards Disposing of Devils
There are over a thousand Devil Hunters in Chainsaw Man, which exist within the Public Safety Commission or the Private Sector. The Public Safety is a government organization that dispatches Devil Hunters to various locations to kill Devils. Many of its employees are individuals who have been victims of Devil attacks and thus have chosen to work at the Public Safety Commission to exact revenge.
In Chapter 3 of the series, Makima states that the Public Safety Commission has more paid days off and the best benefits package. Although the employees work as Devil Hunters, they are still required to wear the basic dress code, which consists of black slacks, a white formal shirt, and a black tie.
Chainsaw Man: The Prophecy, Explained
Chainsaw Man isn't only about Denji's quest for normalcy or a woman's touch. A foretold Prophecy is predicted to occur, but what is this Prophecy?
Additionally, all Public Safety Devil Hunters are required to work and patrol in teams of two. This ensures the Hunters' safety in case the Devil they have been dispatched to is more powerful than they initially thought. However, in the case of powerful Devils, the entire Division will be dispatched to kill the Devil, as what occurred with the Eternity Devil.
Although the Public Safety Commission has more benefits and paid time off, they also have a lot of paperwork to fill out after a mission. These include a written apology for damaging property, a confirmation letter for the use of a Devil’s corpse, and stamping documents from the Ministry of Land, Infrastructure, and Transit.
Various divisions exist within the Public Safety Commission, and different regions like Kyoto and Tokyo will also have their own divisions. Denji was part of a new division created by Makima. Previously, the Public Safety Commission had not employed Devils or Fiends to work as Devils Hunters, but with Denji’s arrival, Makima chose to create Special Division 4.
Chainsaw Man: Denji's Struggle With Morality
Given his traumatic childhood, Denji has always lived life at his own pace. However, he has always struggled with what is right and morality.
Most of the time, the average Devil can not be reasoned with, as they rely on their base instinct and live as they please. However, Power had a higher level of reasoning, as mentioned by Makima in Chapter 5. As a result, Makima trained Power and recruited her to join Special Division 4 alongside Denji and Hayakawa Aki. Special Division 4 would then consist of Devil Hybrids, Fiends, and humans.
The Public Safety Commission Devil Hunter also works closely with the Police Force. Sightings of Devils are likely reported to the Police, who then inform the Public Safety Commission, which dispatches Devil Hunters to the scene. The Police Force is responsible for evacuating the area and sealing off the building, as seen in Chapter 4. It’s likely the Police Force is not equipped with the adequate tools to kill these Devils, so it is left to Devil Hunters.
This is because Devil Hunters can contract with a Devil to battle other Devils. Many Public Safety Commission Devil Hunters have contracts with one or two Devils. However, these contracts also come at the cost of sacrificing a part of the contractee’s body or having their life shortened. It was also shown that the Public Safety Commission contains powerful Devils, such as the Future Devil and Aging Devil. If need be, employees of the Public Safety Commission are taken to make contracts with these Devils.
What is the Private Sector?
Devil Hunters Who Work Commission-Based Jobs with Fewer Benefits
As mentioned above, aside from the Public Safety Commission, a Private Sector also exists. In the Sector, anyone with the capability to become a Devil Hunter can join the Private Sector. The individuals in this Sector act more like bounty hunters, and unlike the Public Safety Commission, they don’t get any additional benefits from this job.
However, as the Public Safety Commission comprises government employees, these Devil Hunters should not interfere with the Private Sector. If a Devil Hunter in the Public Safety Commission kills a Devil a Private Sector Devil Hunter has claimed, the Public Safety Devil Hunter can be arrested for obstruction of business.

Denji had a rough journey throughout Chainsaw Man's first season. How much has he changed since episode 1?
Denji first begins his journey as an employee for the Public Safety Commission. He obtained a salary and a place of residence when working in Special Division 4. However, after the death of Makima, he then tried to live a normal life. Though he soon after, he also dispatches Devils, who have gotten in the way of his life and does not get paid for it.
