It's been a little over three months since Sid Meier's Civilization 7 hit the shelves to lukewarm reviews from critics and the public. While players appreciated the game's new Ages mechanic, some were not pleased by the game's lackluster Legacy Paths victories. Fortunately, developer Firaxis Games keeps its ear to the ground and promises updates to continuously improve the game. On top of that, Civilization 7 has various downloadable content (DLC) planned for release in the coming months, like the Right to Rule Collection. This will feature some new leaders, civilizations, and world wonders.
A data mine of the Epic Games store found files directly related to various Civilization 7 DLC packs like Crossroads of the World and Right to Rule around January 2025. The former was officially released in March, which had the same lineup of leaders and civilizations that the miners leaked just two months before. If the Right to Rule DLC leak is just as accurate, then fans are in for a treat, as it will feature a staple leader throughout the franchise and a brand-new one.

Civilization 7's Right to Rule DLC Will Feature a Much-Awaited Leader and Some Interesting Civs
The data mined information from earlier this year states that the Right to Rule DLC will feature the following leaders and civs:
- New Leaders: Genghis Khan and Lakshmibai
- New Civilizations: Assyria, Silla, Qajar, Dai Viet
Genghis Khan is Coming to Civ 7
Genghis Khan rallied his nomadic Mongolian army to brutally invade various parts of European and Asian countries like China, Korea, Kazakhstan, Romania, Moldova, Iraq, and more. These campaigns led to the rise of the Mongol Empire, whose conquests lasted 162 years. Genghis Khan's rule was defined by martial might and total domination, which is why he specialized in domination victories in previous Civilization games.
His reputation and historic significance could also be a big reason as to why he's the only leader who has appeared in all mainline Civ games so far. Right to Rule will introduce Genghis Khan to Civilization 7, which is only a matter of time. However, there is no official or leaked information about his possible personas and their corresponding bonuses and agendas yet.
Lakshmibai Returns in Civilization 7
Lakshmibai was the maharani of Jhansi from 1843 to 1853. She joined the 1857 rebellion, also known as the First War of Independence, after the British East India Company annexed the state by force. She was one of the principal leaders of the revolution and fought to her death defending her state. Lakshmibai was an Industrial Era Great General in Civilization 6, and it looks like she’s getting an upgrade to leader in the sequel. Like Khan, there is no official or leaked information about her perks yet.
Right to Rule Adds Four New Civs
This DLC makes the roster of civilizations more diverse with these four new civs:
- Assyrian: The Assyrians are an ethnic group that originated in Mesopotamia, an ancient region that covers parts of modern-day Kuwait, Iran, Turkey, and Syria. It was a civ in the fifth installment of the game, and it returns as an Antiquity Age civilization in Civilization 7.
- Dai Viet: This was a monarchy whose power covered areas within present-day Hanoi in Vietnam from 968 to 1804. It is also a returning civ from Civilization 5. The seventh game classifies the Dai Viet as an Exploration Age civilization.
- Qajar: The Qajar were an Iranian royal dynasty, which lasted from 1789 to 1925. It’s set to be a Modern Age Civilization in Civ 7.
- Silla: The Silla were a kingdom in Korea which lasted from 57 BCE to 935 CE and ruled over various parts of central and southern Korea. It will be an Antiquity Age civ in Civilization 7.
This DLC is packed with new content that gives players new ways to build and grow their civilization. However, fans may have to wait a while to install this collection. Right to Rule was supposed to be released in batches from April 2025 to September 2025, but it has been delayed until summer in the U.S.
