What Is a Migrant in Civ 7?
While playing a game of Civilization 7, Migrants will sometimes appear in players' settlements. Before moving on to the next turn, the game will prompt players to move the Migrant. However, if they're not familiar with these Units, they won't know exactly what they should do to take advantage of it.

Migrants are Civilian Units in Civ 7 so they have no military value. To use a Migrant, gamers must move it to a tile that is not being worked and claim it as a Rural District. In short, they're a free citizen for the player's settlement.
When a Migrant appears in a settlement, gamers can activate it by selecting it and choosing the "Resettlement" option on the bottom right corner of the screen. This will add +1 Population to the settlement, making it possible to work an additional tile.

What Makes Migrants Spawn in Civ 7?
Migrants are more of a bonus in Civ 7, rather than a goal that players can work towards. During a game of Civilization 7, there are certain Narrative Events that the player must complete as the Leader of their civilization. Their response may result in a Migrant Unit appearing in a settlement. Take the following example:
In this case, there was a flood in this settlement, and the player must decide how to act. If they house the civilians in the barracks, a Military Unit will spawn, but if they place them in the central quarter, a Migrant will spawn instead. If players activate tooltips and hover over each response, they can see the outcome of each choice.
The best way to consistently produce Migrants in Civilization 7 is to play as Harriet Tubman until gamers reach Leader Level 2 and unlock the Lantern Memento. When selected, the Lantern Memento causes a Migrant to spawn in the Capital whenever an Espionage diplomatic action is completed without detection.
