Entering the Storeroom

To enter the Storeroom, you'll first need to acquire a Flamethrower from the Train Room. After you've got a flamethrower, and you've loaded it with some gasoline, it's time to head over to the Ocean Kingdom. It's best to take out any enemies near the storeroom door first, giving you some space to work. Using the flamethrower on the door will burn it away, allowing Maya to enter.

Solving the Scale Puzzle

Inside the Ocean Kingdom Storeroom it's best if you don't move. Staying at the spot where you entered, you can take a shot at the monster poking its head out of the hole in the floor and force it to retreat. With them out of the way, it is far easier to explore the storeroom. Once that has been dealt with, you should head over to the upper right corner of the storeroom to find the scale, with a metal octopus sitting on it. The scale isn't displaying a weight, and there is a keypad underneath it that you can interact with.

To solve this puzzle, you first need to do a little research over in the submarine. Reset the shooting gallery and shoot the octopus once, then look at the screen on the right to learn the exact weight of the octopus. Head back to the storeroom and enter that weight to complete the puzzle, giving you access to some valuable Magnum Ammo.
