Introduced alongside the Khans of the Steppe DLC but available for free to all Crusader Kings 3 players is the ability to form defensive pacts known as Confederations. While only available to some rulers of lower tiers, they can be great for fending off looming threats on the Steppe or other regions of the map.

What Are Confederations In Crusader Kings 3?
Confederations in Crusader Kings 3 are essentially defensive alliances, typically formed between those of similar cultures and power. Members of a Confederation cannot wage war or raid one another, and they will automatically join each other's defensive wars.
In other words, if one member is attacked by a foreign power, all will come to their defense.
Nomads will also gain some Fertility bonuses as part of a Confederation, meaning they can stay put longer before needing to migrate.
Options As Part Of A Confederation
The leader of a Confederation can eventually take the Elevate Confederation decision to become a King or Queen and convert their fellow Confederates into vassals. Many requirements must be met, however.
Alternatively, players may elect to leave the Confederation at any time, using the Abandon Confederation decision.
How To Form Confederations In Crusader Kings 3
Requirements For Forming Confederations
The defensive pacts cannot be made by anyone, and the following requirements must be met:
- Be Tribal or Nomadic.
- Must only hold County or Duchy level titles.
- Must be independent.
- Must not be a Tributary.
- Authority Law or Dominance must not be above Level 2.
- Be a Diplomat, Patriarch, or have a powerful enemy on your borders.
- Must not have left a Confederation in the last 5 years.
It also costs Prestige and Piety to make the Call for Confederation decision. Players can check which requirements they are missing by looking at the Decisions tab on the left.

A regional ruler can easily control their home culture, but sometimes it's better to create a completely new hybrid or divergent culture.
Forming A Confederation & Inviting Allies To Join
When players are eligible to form a Confederation, they should have a purple notification at the top of the screen, unless it has been disabled. They can also head to the Decisions tab and select Call for Confederation.
Upon taking this decision, a Confederation won't be made yet, but it grants players the ability to ask neighboring rulers to join a Confederation. Look for fully independent rulers of low title tiers who aren't at war.
Look in the Situation notifications at the top to see if any rulers can be convinced to join a Confederation.
When right-clicking on them, players should see Offer Confederation among the Diplomacy options. This may be grayed out if they are ineligible. Alternatively, it may have a red cross if there is no current way for them to be convinced. Others may be convinced by the following means:
- Use a hook on them.
- Gift them Herd (Nomads only).
- Impress with Prestige.
If they accept, a Confederation will be formed, and the player or whoever made the offer will become the leader. Players can then invite more rulers to join the fold.
