Hawkmoon is solely a PvP weapon with virtually no perks suitable for PvE. You could try to make it work by focusing on the Exotic trait and landing precision hits, but that's not worth considering, at least for high-end content.

Here's the Hawkmoon PvP god roll:

Hawkmoon has a static perk in the second column, so you only need to look out for the other three. Hammer-Forged Rifling is a go-to perk for extra range, but Smallbore is also decent for a balance of range and stability.

The main perk for PvP in the third column is Eye of the Storm. It grants handling and accuracy as your health gets lower. The main reason to pick it over Opening Shot is because of Hawkmoon's Catalyst. Its perk, Hunter's Trace, increases magazine size and grants increased reload speed, handling, and range based on the number of Paracausal Charge stacks.
