Julia Jones appeared in every episode of Dexter: New Blood, and played a pivotal role alongside Michael C. Hall. Her character, Chief Angela Bishop, arguably saved Dexter's life, due to her quick arrival on the scene after his life-threatening gunshot wound to the chest. When it was announced that Dexter was actually alive, and would return in a spin-off series called Dexter Resurrection, fans were expecting Bishop to return. However, no announcement has been made about Bishop's return ahead of Resurrection's release on July 11, which is surprising.
In Dexter: Original Sin's opening sequence, present-day Dexter is bleeding out in the back of a police car as he's rushed to the hospital. The identity of the driver of the car is not revealed, but it is heavily implied that it would be Angela Bishop, as she was the one who found Dexter in the icy woods of Iron Lake. All the key characters in New Blood are returning, except for Angela Bishop, and this makes the situation even stranger. Not only that, even a minor supporting character, Officer Teddy Reed (David Magidoff), is returning in Resurrection, so why isn't his superior officer, who actually has an important role to play, in the next part of Dexter's story?

There are bound to be surprises in store for fans in Dexter: Resurrection, with possible guest appearances by Vince Masuka and Joey Quinn, and even a return to the iconic Miami location, where the original series was set. It is a possibility that Chief Angela Bishop's return might be one of these surprises, with Julia Jones still not confirmed to be returning as the character in the Dexter-verse's next adventure. It doesn't make much sense to keep her return as a surprise, as she was literally one of the last characters on screen as New Blood ended, and Resurrection picks up only a few weeks later, but maybe she will return later in the series, and that is why it's being kept under wraps.
In New Blood's finale, Angela Bishop informed Angel Batista of her suspicions that Dexter Morgan was the Bay Harbor Butcher, and that led the now Lieutenant of Miami Metro Homicide making his way to Iron Lake to confront his old friend. It would be odd if Bishop and Batista didn't connect upon his arrival, but as it stands, only David Zayas is confirmed to return in Resurrection. There might be a very straightforward answer as to why Bishop isn't returning: Julia Jones might not have been available to return as she was working on another project. It's hard to conceive that it was a creative decision for her not to return, as her character was well-received by fans, and she was very important to the story. Fans will find out what's really going on when Dexter: Resurrection is released on July 11.
