Tigger can't be unlocked until players complete two Crystal Caverns quests in Disney Dreamlight Valley: Wishblossom Ranch. That's because the character knows where the last Crystal Key is, and players need it to complete the last trials to stop the Decay. You can eventually unlock Tigger as a villager in DDV, but not before completing some of his quests, like Catch the Lucky Lily Pad or Solve the Puzzle.

How To Unlock Tigger In DDV - Disney Dreamlight Valley
To unlock Tigger in Disney Dreamlight Valley, finish the following steps:
- Unlock Pixie Acres by reaching friendship level 4 with Khan.
- Finish the Bounce Up, Never Down quest.
- Complete The BallOOn Family quest.
After completing the prerequisites, the Fun! Fun! Fun! Quest will start. Speak with Tigger as he wants to take you to the Crystal Key location.
Sadly, the path is blocked by big STOP letters. Collect the necessary materials for the tiger to upgrade your Pickaxe.

Once the STOP letters are removed, proceed to Pixie Flats, where Tigger shows you the Crystal Key.
Players must complete three other quests and collect tickets from the prize stand to win the key.
Test Your Strength Quest In DDV
Head through the arch behind the prize stand and approach the tall flower. You can't complete the Test Your Strength quest until you find the missing bell.
Go to the southwestern edge of the area near the dandelions and pick up the bell.
Place it back on the flower and use the Pickaxe to win the game and finish the Test Your Strength quest. Go to the prize stand and grab the tickets.
Catch The Lucky Lily Pad Quest In DDV
Approach the northern pond to participate in the Catch the Lucky Lily Pad quest. The note says your lucky number is three, and there are six golden ripples. So, cast the Fishing Rod into the third ripple to catch the Lucky Lily Pad in DDV. Go to the prize stand and grab the tickets.
Solve The Puzzle Quest In DDV
Go to the northeastern side of the area to find an incomplete puzzle.
Grab the Broken Tile from behind the fence and gather the rest of the materials to fix it:

Return to the puzzle location and place the missing tile. To solve the puzzle in Disney Dreamlight Valley, use the shovel to rotate all the tiles into the blue side in a way that matches Tigger's coat pattern. Once you're done, go to the prize stand and grab the tickets.
Offer all the tickets on the stand and grab the Crystal Key.
Now that you have the key, Tigger wishes for a house built in Wishblossom Mountains before you head out to complete the remaining trials.
Place the house down, pay Scrooge McDuck the Star Coins, and build Tigger's tree house to unlock him in DDV and complete the Fun! Fun! Fun! Quest.
