Does Helldivers 2 Have Crossplay?
Helldivers 2 does have complete crossplay, letting Xbox, PC, and PlayStation players join up to play together without any restrictions. This is a monumental moment for gamers everywhere, and for this game, it doesn't matter what console friends are playing on anymore. While full crossplay is possible, there is no sort of cross-progression system at the time of writing, so your account won't transition to another console. While there is no cross progression, full crossplay at least limits the desire to move your account to another console, as the game and servers are all the same.

How to Turn Crossplay On & Off in Helldivers 2
You can activate or deactivate crossplay anytime while on your ship by going to the main menu and tabbing over to Options in the main menu, with crossplay being the second option in the Gameplay tab. The game will automatically have crossplay turned on, and every time you play online, there is an equal chance of you matching up with players of any console. While you can deactivate crossplay, there is no way to limit or restrict which consoles you're pairing up with.
Whether you have crossplay on or off, the galactic map, Super Earth, and war are all on the same singular server, so players on all consoles fight for the same goals.
How to Play With Friends on Other Consoles
Helldivers 2 has an in-game friends system that lets you add any player from any console. To add players, go to the social menu and press the button to generate a friend code. Give this code to a friend and have them enter it in the search bar in the social menu to find that friend and add them. This will add you two as friends in the game, letting you join each other's squad and play together even if you aren't able to connect in your console's friend system.
