The Plight of the Veil Jumpers is one of the many side quests in Dragon Age: The Veilguard that cannot be accessed until you complete a prerequisite. In this case, players must have Davrin available as their companion as the quest area is discovered by completing his companion quest.
Rook can expect to trigger the Plight of the Veil Jumpers quest in Dragon Age: The Veilguard upon reaching the end of Act 1. The quest will later on appear as an exclamation mark on the Arlathan Forest map, waiting for players to trigger it.

How To Trigger The Plight Of The Veil Jumpers In Dragon Age: The Veilguard
After progressing through the main quests in Dragon Age: The Veilguard, you will eventually unlock Davrin as a companion. Complete Davrin’s first companion quest, How to Train a Griffon, and then head back to Arlathan Forest to find the Plight of the Veil Jumpers quest available. Speak with Elio, who tells you some Veil Jumpers went too long and haven’t returned.
Head to the marked location located northeast of the Veil Jumpers’ camp. Proceed deeper inside the forest to find a couple of portals and no sign of any Veil Jumpers. One will call you, but the path is blocked. To reach them, Rook must disable the relic causing the disruption.
Veil Jumper Location #1
Turn east and use the tree log to reach the other side. Call for Harding’s power to lift the rock and use it as leverage to reach the higher hill. Deactivate the relic to remove all the portals, then head back to speak with the Veil Jumper.
Try not to approach any of the portals as they will transport you to another part of the forest.
Veil Jumper Location #2
From the previous location, proceed east to reach a blocked cave with a pile of sand in front of it. Call for Assan to dig up the relic, which causes an explosion upon approaching it. Head inside the cave to find the second Veil Jumper dead.
Veil Jumper Location #3
Go north while following the blue quest mark until a stair with floating rocks arch appears to the left. Continue north and climb the set of stairs to see an area blocked by a blue barrier. Ask Bellara to fix the relic, which creates a barrier and sends a horde of enemies towards you. Fight them, destroy the relic, and speak with the Veil Jumper.
Veil Jumper Location #4
Proceed west from the precious location to reach a big arch. Climb the nearby rocks and head north while activating all the exploding traps. Finally, you will reach the clearing where Davrin’s companion quest ended. Look up and deactivate the relic on the arch to open the barrier. Speak with the Veil Jumper, then return to Elio to receive your rewards.
