Whis fights with the ultimate restraint that is quite literally capable of ending anyone he faces... But never does so. His heart is pure, which is fairly on theme with his station as an angelic attendant like his sister. Both Goku and Vegeta were exerting themselves to their limits while sparring with Whis. On his part, Whis casually dodged and blocked their blows like child’s play.

It’s the flawless execution of Beerus’ plan to make Monaka win that leaves others in awe of the scrawny little guy. In a world where literal planet-busters exist, Monaka is a "fighter" who has never experienced defeat.

Zeno

While not a Dragon Ball fighter in the traditional sense, Zeno can literally erase anyone from existence in a fight. He has control over all time, space, and reality. The disturbing thing about Zeno is his child-like mindset, which can result in reality shifts depending on his mood. He doesn’t need to fight — he doesn’t even have great fighting acumen, and just enjoys the adrenaline rush of the contest.

Ultimately, no one can challenge him or best him, so Zeno has two things going for him by default. One is that he is technically undefeated in Dragon Ball. The other thing is that he can survive anything thrown against him, including Rumsshi’s battle roar that paralyzed other gods of destruction.

At least, that’s the perception of his character in the manga and anime.

Mr. Satan was never the strongest, but he was always seen as the world’s hero. In truth, others did the real fighting while he played the part of a savior. Even when he lost, the public believed it was part of some grand strategy — that he threw the fight on purpose. It’s ironic, but in the eyes of the world, Mr. Satan remains one of the greatest undefeated fighters in Dragon Ball.
