It's an exciting time to be a Dragon Ball fan. The anime is finally coming back after an extended hiatus, and even though we don't know when the manga will return, the news of a God of Destruction Beerus Saga remake and an adaptation of the Galactic Patrol Prisoner Saga has fans jumping for joy.
Taking place following the Tournament of Power, the Galactic Patrol Prisoner Saga will give us a look at Goku and the gang's exploits after their miraculous win against some of the multiverse's strongest fighters. With that in mind, here's a look at the strongest characters involved in the saga, excluding the usual OP suspects, like Beerus and Whis.

Dragon Ball Super: The Galactic Patrol Arc will continue the story forward, and fans are hyped.
Seven-Three
Seven-Three can be a very versatile fighter, but he isn't necessarily the most powerful. Instead, a lot of what makes Seven-Three a difficult opponent stems from his Copy Ability, which, as it sounds, allows him to copy another fighter's abilities.
There are some limitations that make it less intimidating than it initially sounds. For starters, Seven-Three can only make use of the abilities for half an hour. He can only copy someone's abilities by touching the back of their neck, and can only copy up to three people's abilities at once. He's a tough adversary to deal with, and we'll see just how unique a fighter he is in the anime.
Gohan
Since this takes place before Super Hero Gohan isn't going to be quite as strong as he currently is. Fans happy to see Gohan's resurgence will have to put up with a version of the character who isn't quite as strong as we know he can be.
Just because Gohan isn't at his best doesn't mean he's a pushover, though. We do see him get overpowered by some characters, but he does enough to show fans why he has so much potential, and just how strong he'd be with the right approach to training.
Saganbo
Most of the time, someone like Saganbo wouldn't even be worth mentioning. The Galactic Bandit Brigade leader isn't much of a threat to Earth's defenders, but he gets a massive power boost thanks to Moro. Though it's not really earned, this does make Saganbo an incredibly powerful adversary for a time.
We see that he can handle himself against Gohan, Piccolo, and Androids 17 and 18. This isn't a knock against them, either. It just shows how incredibly effective Moro's energy transfer is. Though he is a fairly durable fighter considering his low power level, Saganbo isn't able to keep up with his massive increase in power and goes out on a disappointing note.
Vegeta
At this point in the story, Vegeta is still lagging behind Goku a bit, but he's managing to close the gap more and more. While he might not be as strong as Moro, we do see Vegeta being effective and contributing throughout the arc in a meaningful way, showing some great growth post ToP.
Vegeta travels to Yardrat and learns Spirit Control, similar to what Goku did following his victory over Frieza on Namek. Vegeta learns a technique useful in the fight against Moro; Forced Spirit Fission. This allows the user to manipulate energy, serving as a great way to counter Moro's ability to absorb people's life force. He might still play a supporting role next to Goku, but Vegeta shows off just how versatile and adaptable he is as a fighter in this saga.
Moro
The main villain of the saga, Moro will be the most interesting and unique villain featured in Super until the anime reaches the Granolah the Survivor Saga. Known as Planet-Eater Moro, you quickly see that Moro has earned the frightening moniker. Unlike most main villains, Moro isn't a pure fighter, but a gifted wizard who uses magic to gain the upper hand in battle.
Moro's magic makes him an unconventional threat, requiring more than the usual techniques to overcome. His ability to absorb life force makes him almost impossible to beat, and he gains Seven-Three's copy ability once he absorbs him, giving him an entirely new arsenal of attacks, including Ultra Instinct. Thankfully, Goku and Vegeta each manage to play their part and take him down, but it proves to be one of, if not their toughest fight.
Goku
You just know that Goku is going to be one of the top characters in every arc. Goku's years of training and insane ability to adapt and overcome any and every obstacle thrown his way in battle make him among the strongest characters in each saga.
Thanks to his training with Merus, Goku has a much better feel for Ultra Instinct during the saga, but even that alone wasn't enough to stop Moro. By the time Moro uses his powers to fuse with the Earth, Goku manages to overpower him thanks to his Perfected Ultra Instinct Giant Form, easily closing the gap between the two and destroying his head crystal, ending him.
Merus
Merus might not look like much initially, but he's an incredibly powerful asset in the fight against Moro. As the Galactic Patrol's top dog, Merus can handle himself just fine, and while you might expect characters like Goku and Vegeta to easily outclass him, he's actually the stronger one of the bunch.
Merus is revealed to be a trainee Angel, making him stronger than most mortals and just below full-on, experienced Angels. As an Angel, he can't directly interfere in mortal matters, holding him back significantly. He's mastered Ultra Instinct and serves as a great resource for Goku in his own journey to mastering the technique. Unfortunately, Merus interferes with the mortal world too much during the saga and is erased, but not before he gets rid of Moro's power-stealing abilities and helps swing the odds in Goku's favor. Thankfully, Merus is brought back by the Grand Minister, but as a mortal this time. So while he's currently nowhere as strong as he once was, Merus was the real MVP of the Galactic Patrol Prisoner Saga.
