At the Stardrop Inn, Officer Brant is trying to help the Arisen gather clues and pieces of evidence so that they can present them at the fake Sovran coronation in Dragon’s Dogma 2. While speaking of different matters, Brant mentions a Magistrate who will often oppose Queen Disa’s choices and goes by the name Waldhar.
As the Magistrate is now locked in a cell beneath the palace, Brant requests that Arisen free Waldhar so that he can vouch for them at the coronation ceremony. However, upon trying to free the Caged Magistrate in Dragon's Dogma 2, players will be tasked to find a place with plenty of tomes before the Magistrate agrees to go with them.

How To Free The Caged Magistrate In Dragon’s Dogma 2
Upon completing the conversation with Brant at Stardrop Inn, he will give you an unbreakable
Gaol Key that can be used an infinite number of times. Additionally, he asked a loyal officer to stand guard and allow the players an easy entrance into the prison. Alternatively, it’s also possible to sneak inside from another gate in The Slums, so choose whatever is desirable.
Try not to take anything from the other rooms as the guard will arrest you and throw you inside one of the cells.
Once players are ready, head to the palace and follow the Quest marker in Dragon’s Dogma 2 to reach the Gaol Tower. Speak with the guard outside to enter easily and go down the stairs to find Waldhar inside the first cell on the right side. Use the Gaol Key to open the gate and speak with him.
After proving that you are the real Arisen, the Magistrate refuses to escape, as he doesn’t wish to leave the cell. He believes that this prison is the perfect place for him since he can pursue knowledge while staying away from the Queen. So, he suggests you find him a place with plenty of tomes.
If players are having trouble because the guards keep getting aggressive, try being discreet while sneaking around the prison.
Where To Find A Place With Plenty Of Tomes In Dragon’s Dogma 2
To find a place with plenty of tomes in Dragon's Dogma 2, head to the Slums and help the Gracious Hand. Go to the Slums located on the eastern side of Vernworth. Speak with Father Kendrick who is trying to collect some donations and give him food alongside 1000 Gold in Dragon’s Dogma 2. After that, the Heel of History Quest will be triggered. In short, you must ask the surrounding NPCs for clues regarding the disappearance of Malcolm, one of the kids in the Gracious Hand.
Arisen needs to speak with three children to proceed with the Quest in Dragon’s Dogma 2. One of them, named Aimee, is inside the Gracious Hand house or walking near it, while the other two are outside, named Harvey and Rick. Report back to Kendrick, and he will lead you to a closed-off vault where Malcolm is suspected to be.
The rubble will clear automatically and players are free to explore the vault.
It’s a pretty straightforward cave, and at the end, you will discover a huge library where Malcolm can be found.
Go back to the Magistrate and tell him of the vault’s existence. Finally, guide him outside the prison and speak with Brant to end the Quest in Dragon’s Dogma 2. You will receive 1200 XP, 7000 Gold, and a
Ferrystone.
