One Piece's Elbaf arc has proven to be absolutely phenomenal so far, and fans know very well that Imu is central to it. Against all odds, Oda revealed Imu as the main antagonist of the Elbaf arc, having him possess Gunko, and he also served as the main antagonist of the God Valley Incident, where Roger, Rocks, and all the other pirates of the world eventually joined their hands to fight the biggest threat known to man. Quite clearly, they failed to beat Imu on God Valley and even though Domi Reversi'd Rocks was taken down, the problem of Imu remained untouched in the grand scheme of things.

Since then, no pirate has come close to fighting and beating Imu, and it certainly wouldn't be easy for anyone who'd attempt it either. However, the truth is that Oda has already revealed how Imu can be beaten. Through the character of Rocks D. Xebec, Oda laid out the perfect way to destroy Imu and the World Government, and establish a new world order.

Imu Can Be Defeated With Two Devil Fruits

First and foremost, Oda has already carefully revealed the method of taking down the World Government, specifically Imu, in the Loki flashback of One Piece, and he did so through the character of Rocks. As fans know, Rocks and Imu were at opposing ends, and being a follower of Davy Jones, Rocks wanted to fulfill the Will of Davy.

As such, he aimed to overthrow Imu and claim the world. Rocks had a whole plan to accomplish this, but he knew doing it wasn't easy. The first thing that Rocks needed to do was to destroy the Navy, and that was to be followed by the destruction of the World Government itself.

To achieve that, Rocks D. Xebec needed three things. The first was the band of Giant Shipwrights called the Galleila Giants. With their help, Rocks would likely either fix the Noah, or build the Ancient Weapon Pluton itself. The key to beating Imu, however, lay in two Devil Fruits according to Rocks. He stated that he needed two fruits in particular, and one of them was to be eaten by Harald. Putting two and two together, it is quite easy to figure out that he needed the Yami Yami no Mi, a fruit that carries the Will of Davy, and sought out Blackbeard, and the Nika fruit. Both these fruits can counter Imu's powers directly.

High Level Haki Is Also Required To Beat Imu

On top of this, Oda also revealed in Egghead that Imu's powers can be countered by high-level Haki. When Joy Boy's strongest Haki was unleashed by Emeth, Imu's powers were nullified. In other words, only someone with high-level Haki and the powers of either the Nika fruit or the Yami Yami no Mi can beat Imu.
