To obtain the Nox Flowing Hammer, your first objective is to reach Nokron Eternal City. To reach this area, y ou must first defeat Starscourge Radahn, and doing so will open up a new area in Limgrave north of the Fort Haight Site of Grace. You will have to navigate across the huge crater to reach Nokron Eternal City.

From the Ancestral Woods Site of Grace, jump from the cliff to land on the building up ahead. Go straight and then jump to roll to land on a narrow pathway. Keep following this path until you see a corpse on your right with an item, and jump there. Keep moving ahead, jumping from pathway to pathway until you reach the area with the two Silver Tear enemies. Deal with them if you must, and head left to follow a pathway that leads down to a broken bridge-like area.

At the end of this path, you will be able to enter the building through the window. Head down and go straight through the doorway that is slightly on the left. You will see a fog door that is locked by an Imp Seal Statue. Instead of going through the fog door, jump through the window on your right to land on another pathway that leads to a Silver Tear enemy. Deal with it and head right to jump through the window. There should be a corpse lying here with an item, which is the Nox Flowing Hammer.

Despite not having a passive skill, the weapon seems to be quite popular because of its unique skill, which is Flowing Form. This skill allows the weapon to transform into its liquid form and acts as a whip, striking the area surrounding it and ending with a vertical slam.

The weapon requires Somber Smithing Stones to upgrade, and at max level, it has a B scaling with Strength and D scaling with Dexterity. Having good scaling with Strength, this weapon can be made useful in breaking enemies' stances and their guards to deal high damage.
