The Spectre Ring used to be one of the various items that were impossible to get in the (original) version of TES IV by normal means. Only PC players could access it via Console Commands, by toggling collision off and diving under the floor of the Red Diamond Jewelry shop in the Imperial Market district.

Now, in Oblivion Remastered, players can get this ring simply by purchasing it from the owner of the same shop, which appears in his inventory once players have reached a Mercantile skill level of 40 or higher.
