The most effective way to increase your Speechcraft skill is to use persuasion as much as possible. You don't have to persuade every single NPC across Cyrodiil to level up Speechcraft. In fact, you can easily raise it up quite a bit just by talking to one NPC over and over again. As you play the persuasion mini-game, you will need to pay attention to the expressions on the NPC's face. Certain actions will increase their disposition while others will decrease it.

Once you have the NPC's disposition around the mid 40s to low 50s, you can quickly farm Speechcraft experience by choosing the options that have only one bar. Even if the NPC hates the prompt you chose, you will only lose a couple of points at most. These losses can then be canceled out by the prompts that the NPC likes, which will be around the same value if they only have a bar or two. Even if you end up with a decreased disposition, you will still get XP towards the next level of Speechcraft. This process can be repeated rapidly, and you can increase your Speechcraft skill quickly with this method.

In addition to this, you can also find skill books that permanently increase your Speechcraft. Skill books can only be used once, so if you want to level Speechcraft quickly, you will need to use the above method.

The only downside is that learning skills from these NPCs is very expensive, so if you don't have much gold, you are better off using persuasion to increase your Speechcraft skill. Keep in mind that you can only get training from an NPC that matches your skill level. So if you are only at Basic level (below 40) with Speechcraft, you won't be able to learn anything from Tandilwe since she is a Master.
