Scrap high-tech items into components.
Find or buy Fiber Optics.

The first method is less effective, since Fiber Optics items are rare and take up space in your inventory. In addition, you will not be able to scrap items until you have at least a level 1 Scrapper perk or level 3 if you want to receive more materials at the end of the process. Since exploration and resource gathering is an essential part of Fallout 4's gameplay, there are a bunch of items that will work for you. Here are the items that contain Fiber Optics:

Visit Proctor Teagan at The Prydwen to purchase up to 25 Fiber Optics.
Alexis Combes in Vault 81 also sometimes sells up to 25 units of this material. Her range changes, and sometimes you won’t find what you need. Rest or sleep for 48 hours and revisit her to update the assortment, and if necessary, rest again.
Visit Cranberry Island and check out the supply shed. Here, you can collect nine Fiber Optics. Stock respawns periodically, after which you can collect more.
However, the best way to get Fiber Optics is in the Jamaica Plain Town Hall basement. By neutralizing laser tripwires, you receive Fiber Optics for free. If you have disarmed all the traps, press the button at the door to activate the lazers again.
