You can buy the Antibiotics recipe from the Modus Medical Terminal, located in the Whitespring Bunker, for 99 Caps. The easiest way to find the Modus Medical Terminal is to enter the Whitespring Bunker using the service entrance. Afterward, go through the decontamination hallway, head down the red stairs, and proceed to the second entrance on the left: the Med Bay.
