Players have a chance to be awarded the Foundry Smelter plan when completing a daily operation. The Foundry Smelter plan is a rare reward. So, for the best chance to receive this item, you need to complete the Daily Op within 8 minutes. While there's no guarantee of being awarded this plan, the faster you complete the daily operation, the better your chances are of receiving it.
