There is no Fallout player who is unaware of Supermutants. Those big, green, and menacing humanoids that resemble orcs, and roam the wastelands pillaging and murdering everything on their path. However, little is known about the individual who set them free upon the world, except that he used to be a dweller of Vault 8, and at some point, he was named Richard Gray.

With his plan to make humanity evolve using the Forced Evolutionary Virus, The Master was the one pulling the strings behind many of the events in the original Fallout. Though players didn't need to meet him directly to defeat him, the consequences of this villain's actions left a measurable mark in the wastelands.

The Vault-Tec Board Of Directors is an anonymous group mentioned several times in the Fallout lore. They directed the biggest technological company in the United States, and allegedly, had enough political influence to stop the war, but decided not to out of greed.

One of Fallout 4's tropes is the hidden nature of Synths, and quite a few purportedly human characters ended up being synthetic.

Though in the Fallout Series, they are depicted as direct instigators of the war, the games only mention this vaguely, alongside the many heinous acts of terror and human experiments they conducted over the vaults and their denizens. Arguably, these are the worst villains in the Fallout franchise.

Trained as a secret agent of The Enclave, Frank Horrigan was duty-bound to the point of becoming a bio-cybernetic weapon for the vicious shadow government led by Dick Richardson. Players face the ultimate Supermutant in a power armor throughout their adventures in Fallout 2, and many players remember Horrigan as a tough boss to beat.

However, little is known about his past as a human and agent of The Enclave, except that he led an operation to the Mariposa Military Base and as a result, he ended up becoming a Supermutant due to his exposure to the FEV. That's why he has become one of the biggest mysteries in the Fallout franchise and a villain seemingly forgotten by the fans.

A Praetorian Guard of the Caesar Legion, and bodyguard to Caesar himself, Lucius is a potential ally/foe and murderous villain of Fallout: New Vegas. While he is a potential ally if you decide to familiarize yourself with this faction, the truth is that Lucius hides a dark inner nature.

He has committed atrocious acts on behalf of the Legion, most of them, in order to preserve Caesar's reign. He even went as far as to throw one of his adversaries into a Deathclaw's lair. The fact that he is moving strings in the shadows, and committing cruel murders, is hidden from most players unless they dig deep into the lore of Caesar's Legion.

Mr. House knew about the sinister plans of the powers behind the Great War but did nothing to prevent the millions of casualties that followed the nuclear debacle. Instead, he prepared to protect his beloved New Vegas city and ensured his survival for the years to come, so he could keep ruling from the shadows.

The Calculator was not a traditional AI but instead, a huge supercomputer powered by the brains of hundreds of scientists and the Dwellers of Vault 0, cryogenically suspended. Morpheus was one of the minions of The Master and leader of the Children of the Cathedral, a cult discovered by the evil mutant genius and used as his front to spread his ideal of "unity."

As a cult leader, Morpheus was a brutal and merciless zealot who did anything to please The Master, even if it meant torturing, murdering, and kidnapping innocent people. The only moment where Vault dwellers meet this character is when they need to confront The Master, so it is easy to forget Morpheus and his minions.

Allistair Tenpenny was an entrepreneur, owner of the Tenpenny building, and was responsible for the destruction of Megaton. In Fallout 3, he plays the role of a secondary villain, and characters can forget that his evil, selfish, and discriminatory actions cause hundreds of deaths.

This villain was living proof that even in the wastelands of a nuclear disaster, discrimination still exists. And though Allistair Tenpenny is a lesser villain in the Fallout franchise, he is definitively the biggest ghoul hater in the entire series.

Colin Moriarty might seem like the average bar owner in the town of Megaton, but he is in fact a dangerous mobster and slaver that has been working in the shadows of the seemingly "perfect" wasteland community.

He sees the figure of Sheriff Lucas Simms as a joke and thinks he's the real owner of the town. Moriarty is somewhat right in his beliefs, since all his shady business keeps the town of Megaton "running smoothly," and the worst part is that Sheriff Simms knows about his dealings, and does nothing to stop him.
