When the courier visits certain areas in New Vegas, their weapons will be confiscated to keep them in check. This will end in the choice of handing them all over or keeping your holdout weapons. The world of New Vegas can be violent, so it's always a good idea to keep some weapons on you as protection.

Selecting to keep them will hold on to certain guns and knives in your inventory just in case. Your Sneak skill will change what holdout weapons you can hold onto. The areas where your weapons will be confiscated are the following.

  • Gomorrah Casino
  • The Tops Casino
  • Ultra-Luxe Casino
  • The Fort
  • Camp McCarran Interrogation Room

Most of these areas are the casinos on the New Vegas strip. All the casinos have quests that can break out into combat. Taking out a holdout weapon in view of guards will start a fight, so be smart when exploring casino interiors. Mister Holdout is a shady trader standing near the Gomorrah entrance. He will sell you holdout weapons and ammo.
