Victim of Circumstance is a side quest in Final Fantasy 7 Rebirth that becomes available only after players start Chapter 12. This quest can be found in the Cosmo Canyon Region, which is filled with tricky areas. Many important locations within Comso Canyon can only be reached with the help of Aponi, a Chocobo that has the ability to glide.

How To Start Victim of Circumstance In Final Fantasy 7 Rebirth
In order to begin the side quest, players need to fast travel to the Cosmo Canyon village. From there, talk to the guide near the entrance and select the Noticeboard. This will take players to the board without tiring themselves out. After you are near the board, accept the job. Subsequently, a mark will appear on the map, but it won't be visible unless you zoom out of the village. The next step is to head towards the location.
How to Raise Moogle Emporium Rank and Get The Vibrodetector
As players make their way to the location, they will meet an old friend of Yuffie. Talk to him, and he will reveal that a fiend is in Cosmo Canyon. He will ask for Yuffie's help, and he will advise her to look for the monster with the help of a Vibrodetector. This particular device can only be bought from the Moogle Emporium.
To get their hands on the Vibrodetector, the Moogle Emporium must be at rank 4.
The ranks can be increased by entering Moogle Houses and gathering all the Moogles. In total, you need to enter four Moogle Houses across four different regions. Once the rank has been increased, players can buy the Vibrodetector for three Moogle Medals. After procuring the item, it is time to go fiend hunting.
How To Track Down The Fiend In Victim of Circumstance
Players need to fast travel to Activation Intel 3 and open the Vibrodetector. Head south, and the vibrations will start to pick up. As players get closer, the fiend will escape.
The fiend will move to a new spot, which is northwest of Phenomon Intel 1. As always, use the Vibrodetector to figure out the exact location. When you try to engage the fiend in combat, it will run away again. This will cause three enemies to spawn, but they are very easy to beat.
The fiend will move for the final time near Activation Intel 3. Head north and use the Vibrodetector to bring out the fiend. This time, the enemy won't run away, so prepare for a fight. It is weak to ice-type moves, so make sure your party members can use them.
Magnify Materia and Other Victim of Circumstance Rewards
With the fiend vanquished, Zhijie will arrive and hand over Magnify Materia to Yuffie. The other rewards include:
- 10 Party EXP
- 2,400 EXP
- An improved relationship with Yuffie
