What Does Luck Do In Final Fantasy 7 Rebirth
Luck is one of the base attributes of a character that will increase as they level up in varying amounts depending on the character. Luck affects the following things constantly for all characters:
- How likely they are to land a critical hit.
- How likely they are to successfully steal something.
Critical hits deal much more damage than regular hits, so characters with high luck may end up dealing more damage than strength-focused characters. The critical hit rate of a character can also be seen in the party menu, letting you see just how effective various builds are if you're equipping Materia or accessories that boost luck.
The other universal use of Luck is to steal items from enemies. Steal is an ability given by Materia that can realistically be put on any character. That being said, some characters naturally have a higher luck stat than others, so you'll want to keep that Materia on Yuffie as she naturally has the highest Luck. You can also use the Assess Materia to see what item is stealable from an enemy before using ATB to try and do so.

Best Characters To Focus Luck On In Final Fantasy 7 Rebirth
The best character to focus on maximizing Luck on is Cait Sith, the final party member to join. While his Luck isn't as high as Yuffie's naturally, he has multiple abilities where the damage output is based on Luck. Fortune Telling and Roll o' The Dice can do varying amounts of damage, with a higher Luck stat leading to better outcomes consistently. If you use these abilities and have Cait Sith in your party, it is worthwhile to heavily invest in his Luck stat as this leads to him fighting at his best.
The next best character for Luck is Yuffie since her Luck is already naturally so high. Luck Up Materia offers a percentage boost, making them more effective on her than anyone else. Aside from stealing, her naturally high Luck makes her the best party member to focus on landing critical hits, further boosting her damage output and making her the best party member you can use.
