Hardener is exclusive to the Vesper region, one of the first areas you’ll unlock in your playthrough, after beating the Executioner. You won’t need to fight waves of Vulguses. Instead, keep your eyes peeled for munitions and resource boxes scattered throughout the area. These are your primary sources for Hardeners, and opening them has a high chance of dropping them.

If you’re having difficulty spotting them, using your Ecive scanner will highlight all nearby boxes and make the process much quicker. All you need to do is run around Vesper, loot these boxes, and gather as much Hardener as possible. A few quick runs through the region should net you more than enough to meet your crafting needs.
