Utopia Builder Factions
The following are possible factions that may appear during Utopia Builder saves. Each faction has an active ability as well as a passive that activates when said faction is happy with your rule. The Legionnaires, for example, give players Prefabs in Frostpunk 2, and when they're happy, the city will receive extra Guard Squads. Ideally, players should try to keep at least one faction happy.
