Once you've researched the Automated Workforce Factory and passed the relevant law in the Council, you can proceed to build it in one of the Industrial Districts in Winterhome. If you've previously upgraded any district, the process of establishing an Automated Workforce Factory will be the same.

- Press "B" to open the Districts panel and build an Industrial District.
