Workforce plays an extremely important role in Frostpunk 2, as it is used in the construction and operation of Districts, Buildings, and Hubs. As players work to develop their Cities, they may occasionally find themselves stymied by having an insufficient Workforce. Fortunately, it is possible to take a proactive approach to increasing a Workforce in Frostpunk 2, and this guide is here to elaborate upon that statement.
Hovering over the Workforce icon in the Resource Drawer at the top of the screen reveals information about a City's current Workforce. This includes details about exactly what is occupying the Workforce and what percentage of the Population is participating.

Frostpunk 2: How to Increase Workforce
Workforce Slider
Before getting into growing a Workforce it is important to note that a District (and its Buildings) needs to have 100% of its required Workforce fulfilled in order to operate at maximum output. However, players can decrease the output of a District (and its Buildings) by clicking on a District and adjusting the Workforce slider in the information pane that appears. As players decrease the District's output, they will also decrease the Workforce that is dedicated to it, making some members available for other tasks.
This is a great option for players who need immediate access to additional Workforce. Indeed, if a strategy game fan really needed to build a Food District, but did not have the requisite Workforce, they could simply bring down the output of some other Districts, perform the construction, and then return some Workforce to the Districts from which they were removed.
Population
Workforce is connected directly to Population, and players will add members to their Workforce every time their City grows in Population. While a City's Population will continually grow if favorable conditions are maintained, fans can increase the rate of that growth by improving their Population Growth. This guide to increasing Population Growth in Frostpunk 2 will assist with that endeavor, and players who pursue some of the options that it details will increase their Workforces more quickly than players who do not.
Laws
There are several Laws that increase the percentage of the Population that participate in the Workforce when enacted. Additionally, there are Laws that decrease Workforce requirements, making the established Workforce more effective. Here is a list of those Laws as well as details about how to make them available within the Council Hall:
- Goods: Mass-Produced Goods (Council: Survival). Available immediately.
- Worker Shifts: Machine-Centric Shifts (Council: Survival). Available after researching Worker Shifts: Machine-Centric Shifts (Idea Tree: Resources).
- New Work Model: Machine Attendants (Council: Survival). Available after researching New Work Model: Machine Attendants (Idea Tree: Resources). This is a Radical Idea that requires progress with Progress.
- Outsiders: Allow Productive Outsiders (Council: City). Available immediately.
- Childhood: Family Apprenticeship (Council: Society). Available immediately.
- Youth: Dutiful Youth (Council: Society). Available after researching Youth: Dutiful Youth (Idea Tree: Society).
- Parenthood: Communal Parenthood (Council: Society). Available after researching Parenthood: Communal Parenthood (Idea Tree: Society).
Hubs
Frostpunk 2 players can gain access to Air Transport Hubs by researching Air Transport Hubs (Idea Tree: Hubs). These structures decrease the Workforce Requirements in nearby Districts and will free up Workforce members for other tasks.
Production Efficiency
While not technically a way to get more Workforce, players can make their established Workforce more effective by increasing Production Efficiency. This allows fans of city-builders to maintain the outputs of their resource-producing Districts with fewer Workforce, and players should definitely try adjusting their District's Workforce sliders as Production Efficiency grows. Here are several ways to go about increasing Production Efficiency, though it is not a comprehensive list:
- Enact the Basic Necessities: Paid Essentials Law (Council: City). This is available immediately.
- Enact the Waste Heat Conversion: Heat Overclocking Law (Council: Survival). This becomes available after researching Waste Heat Conversion: Heat Overclocking (Idea Tree: Resources).
- Build Rail Hubs near resource-producing Districts. These become available after researching Rail Hubs (Idea Tree: Hubs).
- Use the "Emergency Shifts" ability in resource-producing Districts.
Disease
Members of a Workforce can become sick, and they will be unavailable until they recover. Players who want to have access to the entirety of their Workfroces must thus keep Disease under control, and this guide to decreasing Disease in Frostpunk 2 will assist with that endeavor.
