There are a total of 16 Grafts players can acquire in Path of Exile 3.27 Keepers of the Flame League. They are split equally into four categories: Uulgrafts, Xophgrafts, Eshgrafts, and Tulgrafts. While Grafts themselves do not have level or stat requirements, Graft Skills do. This means that if your character does not meet the minimum prerequisites to use those Graft Skills, that character will not be able to trigger them. The passive modifier on the Graft itself, however, will take effect.
Certain passive nodes in the Genesis Tree allow players to drastically increase the birthing chance for a specific type of Graft (Uulgraft, Xophgraft, Eshgraft, or Tulgraft) whenever a new one is birthed by using a Growing Wombgift. This mechanic can be used to farm for specific Graft types.
All Grafts are tradeable items in PoE 3.27, which means you don't necessarily need to birth them yourself.
How Do Graft Skills Work in Path of Exile 3.27
Graft Skills are not considered to be used by the character, but by the Graft itself. As a result, not only do they not use any resources like mana or life, but character modifiers also do not factor into their damage calculation. Similarly, reflected damage sustained as a result of using Graft Skills does not harm the character.
Some Graft Skills require the player to bind and cast them from the action bar, whereas others are auto-cast, i.e., they self-trigger when the conditions for their activation are met. The levels of Graft Skills dictate how much damage they deal or how much defense they provide. A Graft Skill’s level depends on the Graft’s item level, which directly corresponds to the level of the Growing Wombgift with which the item was birthed.
