In addition to being one of the most powerful people in Fontaine, Neuvillette is also one of the most mysterious. At the start of the Fontaine arc, it's unclear just exactly what's going on with him, including why he is so perplexed by human behaviour, and how he harnesses Hydro energy without a Vision.
Regardless, he's an extremely powerful character in Genshin Impact and a great addition to any team that needs a Hydro character. To ascend him and make him as strong as possible, here's everything he'll need.
Ascension Levels and Requirements
Neuvillette, despite seeming to be someone who isn't human, needs the same amount of EXP to reach max level as any human character. The amount needed between each ascension level, as well as the price in Mora, is outlined here:

Gemstones - Where to Find Varunada Lazurite
This blue gem is used by all Hydro characters in their ascension. It can be found in a variety of ways, but the primary source is by defeating bosses that are capable of rewarding it. These include the following world bosses:

- Childe (Enter the Golden House)
- Azhdaha (Beneath the Dragon Queller)*
- Dvalin (Confront Stormterror)
- Scaramouche (Joururi Workshop)
- All-Devouring Narwhal (Shadow of Another World)
*Both the Primo Geovishap and Azhdaha can only drop Varunada Lazurite when they are infused with Hydro.

Enemy Drop - Where to Find Fontemer Aberrant Drops
Many players will probably have plenty of the enemy drops from Fontemer Aberrants after some time exploring Fontaine, since these enemies are basically everywhere in abundance. However, if you're looking for more, fear not, as we have a guide showing all their locations:

Boss Drop - How to Get Fontemer Unihorn
Aside from needing to defeat some standard Fontemer Aberrants, players looking to ascend Neuvillette will need to defeat one of the supreme emperors of this enemy group, the Millennial Pearl Seahorse. This large Fontemer Aberrant is a world boss found in Fontaine, harnessing the power of Electro and significantly resistant to it.

Local Specialty - Lumitoile Locations
Fontaine is home to many creatures of the sea, one of which is the Lumitoile. This little starfish-like creature is a regional specialty of Fontaine, and can be found mostly dotted around the Liffey region.

Talent Books - Equity
Despite Fontaine's talent book series including two things very central to Neuvillette's character — Justice and Order — he strangely uses the Equity series instead. These can be obtained from the Pale Forgotten Glory domain on Mondays and Thursdays.
Trounce Materials - Everamber
The final material Neuvillette needs is one of the only materials in all of his ascension and talent upgrades that can't be found in Fontaine. Instead, players will need to head back to the Sumeru region to challenge The Realm of Beginnings trounce domain to obtain Everamber, one of the domain's three possible talent drops.
This trounce challenge is only available after finishing the second act of Nahida's Story Quest, Homecoming.
