In Genshin Impact Natlan, players won't find Seelies. This is related to the lore between the region, the Abyss, and the Night Kingdom. Instead, the blue spirits are replaced by a Phlogiston-infused-like creatures that "walk" when they move; they're functionally similar to the Seelies. These adorable spirits are said to have been born from ancient graffiti. These graffiti are where players should bring back the Monetoo after they wander around or put themselves in danger. Of course, like the Seelies, helping the Monetoo will also grant players some rewards like Chests or achievements in Genshin Impact.
Not only normal Monetoo that adopt the blue-orange-red mixed color of the Phlogiston, there are also Hued Monetoo that only have one solid color. These peculiar Hued Monetoo can help players solve some puzzles that require coloring, as they can be thrown at an object to color them. Travelers can even carry two Monetoo simultaneously to "mix" their colors. However, coloring and mixing aren't the only tasks players will find while helping these Hued Monetoo. At times, Travelers can let out their hidden artistic side and simply splash different colors onto a wall. By doing this, players can get the Starving Artist achievement in Genshin Impact.

Starving Artist Achievement In Genshin Impact
To find the Hued Monetoo puzzle that grants the Starving Artist achievement in Genshin Impact, head to the waterfall north of the Masters of the Night-Wind tribe area. Near the Master Trainer Kinne in Genshin Impact, players can find groups of trapped Hued Monetoo that must be rescued.
Here's how players can rescue the Hued Monetoo and get the Starving Artist achievement in Genshin Impact:
First, look at the two Sauroform Tribal Warriors that are investigating the Monetoo on the ground; defeat them. This will move the first batch of the Hued Monetoo to the group. Next, indwell an Iktomisaur and scan the Nightspirit Grafitti on the wall. Place the graffiti on the box to lift it, revealing more Hued Monetoo underneath.
Finally, use the Spiritspeaking ability again with an Iktomisaur or Masters of the Night-Wind characters like Ororon in Genshin Impact to lift a floatie that's trapping some Monetoo in the water.
After all the Hued Monetoo are grouped together, approach them and start coloring the wall by holding down the Elemental Skill button. Keep coloring the wall until players get the Starving Artist achievement, and a Precious chest will spawn in Genshin Impact. Collect the Precious chest to get rewards such as Primogems and a chance to get an Obsidian Fragment.
