According to the official PlayStation Store, Ghost of Yotei will be released at midnight, local time, on October 2nd. As always, local time is determined by the region of your PlayStation Store account, with the North American PlayStation Store operating on Eastern time. This means that those living in central and western parts of the US will be able to start playing a few hours earlier, with the game going live at 9 pm PDT, 10 pm CT, and 11 pm MT. For everybody else, though, Ghost of Yotei won't be playable until midnight.
