Joining the roster of playable characters in the second part of the Penacony world in the version 2.1 update of Honkai: Star Rail, Gallagher is a 4-star Abundance character, which is relatively rare among characters from multiple paths. With his addition, players will have even more options for healing-oriented characters, especially if they are focused on F2P options and aiming to prioritize 4-star characters. However, as with every character, players will need to pay attention to building Gallagher as optimally as possible to gain the most benefits from his abilities. Luckily, being a support character, building him is relatively easier than it is for most DPS characters, as he only needs to focus on certain stats.

In order to maximize his effectiveness, Gallagher only needs to focus on three specific stats: Break Effect, Speed, and Outgoing Healing. Interestingly, while most healers available in the game currently rely on the HP% stat for their healing scaling, with Luocha being an outlier due to his ATK scaling, Gallagher scales his healing with Break Effect. This stat increases his Outgoing Healing, making it crucial for optimizing his support capabilities. Additionally, having a high enough Speed value is important to ensure that he can act as often as possible, especially in challenging battles. This becomes particularly significant when he is equipped with Talia: Kingdom of Banditry, which requires a Speed of 145 to activate its conditional effect. As for the remaining stats, players should focus on defensive attributes such as HP, Effect RES, and DEF, with the first two already being provided through his ascension traces at a decent amount.
With this in mind, players should aim to equip Gallagher with a 4-piece set of Thief of Shooting Meteor relics, as this provides him with a significant amount of Break Effect and also grants energy whenever he Weakness Breaks enemies. However, if players have better substats on other sets like Watchmaker, Master of Dream Machinations, or Messenger Traversing Hackerspace, these can also be useful alternatives to combine 2 pieces. The Watchmaker set offers the same Break Effect bonus as Thief of Shooting Meteor but lacks the energy gain effect. On the other hand, Messenger Traversing Hackerspace can be valuable if players need additional speed, especially if they lack the necessary substats to activate Talia: Kingdom of Banditry.
For Planar Ornaments, Talia: Kingdom of Banditry provides a significant 36% Break Effect boost if players meet the Speed requirement. However, if players already have sufficient Break Effect from other sources such as light cones or substats, and prefer to enhance team support and focus more on Energy Regeneration, they can opt for Broken Keel or Penacony, Land of Dreams instead. These options provide additional team stats like Crit DMG or increase Fire element DMG for the entire team, catering to different strategic preferences.
When selecting main stats for the chosen artifact sets, players should prioritize Outgoing Healing on the Body piece and Speed on the boots to maximize Gallagher's effectiveness. For the planar pieces, there is more flexibility, with players able to choose between Break Effect or Energy Regeneration Rate depending on their requirements. Defensive stats such as HP% or DEF% are suitable for the Sphere piece to enhance survivability. Similarly, when considering sub-stats, players should prioritize Break Effect and Speed, while HP, Effect RES, or DEF stats can improve overall survivability.
Best Gallagher Light Cones In Honkai: Star Rail
The ideal light cone for Gallagher in Honkai: Star Rail should enhance his supportive role as an Abundance unit. Therefore, the best light cones should prioritize stats such as Break Effect, Outgoing Healing, Energy Regeneration, and other buffs or additional healing capabilities for the team and its needs.
- What is Real: A new F2P option obtainable through Forgotten Hall, increases Break Effect even further, and also allows Gallagher to heal himself when he uses Basic ATK.
- Night of Fright: Offers passive healing and ATK% buff for allies, which can come in quite handy, as well as added HP% for survivability and added Energy Regeneration Rate. If players have enough Break Effect through other means, it can perform better than "What is Real" for Gallagher.
