Joining as the new 4-star character in the version 1.6 update of Honkai: Star Rail, Xueyi is a unique DPS and sub-DPS character that can utilize depleting toughness and Break Effect to her advantage, even if she's not targeting an opponent weak to Quantum element. Furthermore, she can gain stacks to be able to do follow-up attacks, which allow her to be utilized with many team compositions, as well as paths in the Simulated Universe, if players want to test out new options.

Best Xueyi Relics In Honkai: Star Rail
Considering that Xueyi is a unique character that scales with Break Effect, similar to Ruan Mei albeit with entirely different functions, building her with a good focus on Break Effect is highly recommended. In this case, Xueyi, in particular, can easily utilize the Thief of Shooting Meteor set to increase her Break Effect further, especially if players do not want to spend as many resources but have previously obtained this set through Echoes of War or other content. On the other hand, a full set of Genius of Brilliant Stars will work much more effectively on her since she can well benefit from the DEF ignore that the 4-piece set bonus provides, while also benefiting from gaining added Quantum DMG bonus. As Break Effect is easier to obtain through sub-stats/main stats or even through Planar Ornaments, this will allow players to more easily min-max for the most optimal build.
For the Planar Ornaments, the best option is to focus on Talia: Kingdom of Banditry to gain an added boost in Break Effect while also emphasizing Speed to increase this boost further, consequently enhancing her overall DMG. On the other hand, if the speed requirement of 145 for Talia: Kingdom of Banditry is not currently achievable for some players, or if they have opted for the Thief of Shooting Meteor set, Space Sealing Station can work as a good alternative, particularly thanks to its lower speed requirement to activate its effect. While Xueyi benefits more from Break Effect, she can still utilize the ATK% buff from this set effectively.
For the main and sub-stats, players can best focus on Break Effect, Crit Values, and Speed. With that, she is not so different from other DPS characters, except for the primary difference of scaling with Break Effect. That being the case, her set should be quite similar to most, with ATK being replaced with Break Effect on Link Rope and sub-stat priority, while the rest, such as Crit Rate / DMG, and Speed, is still quite important in her build, unlike some characters like Kafka who do not benefit from Crit Values.
Best Xueyi Light Cones In Honkai: Star Rail
Interestingly, as Xueyi scales with Break Effect, she cannot use many of the Destruction light cones to their full potential, especially the large variety of 5-star limited options that have been previously released with their respective Destruction characters. On the other hand, this allows players to take an F2P approach and build her better with various lower rarity options, with her best in slot currently being On the Fall of an Aeon, which can be easily obtained and superimposed through the Herta Store, being an excellent F2P option. While this light cone also focuses on increasing ATK, since it can also increase her DMG significantly upon Weakness Breaking, it synergizes very well with her unique toughness depletion mechanics.
On the other hand, those who are utilizing this light cone on other characters, or yet to obtain it can also consider using either Under the Blue Sky or The Moles Welcome You as the 4-star options, primarily as a stat stick, since they will further increase her ATK. If Xueyi is fighting only a single enemy, Nowhere to Run also works, however, typically as a Destruction character, she will be better to utilize in battles against more enemies. Alternatively, Xueyi can also well utilize some 3-star options, especially when they are max superimposed, such as Collapsing Sky or Shattered Home, to increase the DMG of some parts of her kit or to deal more DMG when enemies are below a certain HP threshold.
Xueyi Trace Priority In Honkai: Star Rail
Most of Xueyi's damage comes through her Talent in the form of follow-up attacks, as well as through her Ultimate, while her Skill or Basic ATK don't contribute to her DMG as much. With that being the case, especially if players are interested in utilizing her as a sub-DPS that can deal most of the damage off her turn, they should be focusing on her Talent, followed by Ultimate and the rest.
