After beating the main story of The Indigo Disk DLC in Pokemon Scarlet and Violet and rolling credits, a man in black named Snacksworth will appear outside the entrance to Blueberry Academy. For every 10 BBQs you complete, Snacksworth will randomly gift you a [Pokemon name] Treat Key Item for a specific Legendary Pokemon. One of the items you can obtain is the Kyogre Treat, which will make it so Kyogre spawns in the Paldea region, but it's in one particular spot.

Kyogre Location in Pokemon Scarlet and Violet
Once you have the Kyogre Treat in hand, open the map and fast-travel to the Paldea region, specifically to the northwestern corner of the map, where the Gracia Stones Sight of Paldea is. The location of the fast travel spot can be seen in the gallery below:
Once you get there, look out north towards the ocean, and you'll see three tall stones sticking out of the water. Approach that area, and Kyogre will appear in the water, waiting for a Pokemon battle. Before approaching it, make sure to save your game. If you accidentally defeat Kyogre before catching it, you can restart your game and attempt the capture again.
