Part 1 of Pokemon GO's annual Halloween event kicks off today, October 21, and runs until October 27, 10 am local time. The big kicker about this event is the debut of the two Matcha Pokemon, Poltchageist and Sinistcha.

Pokemon GO: How to Get Poltchageist and Sinistcha
Halloween Event Part 1
During the Halloween event in Pokemon GO, you can only find Poltchageist in One-Star Raids. There doesn't seem to be any increased wild spawns for the Matcha Pokemon (or its evolution), so you'll need to be on the lookout for Raids if you really want to add one to your team.
To evolve Poltchageist into Sinistcha in Pokemon GO, you just need to feed it 50 Poltchageist Candy. However, this is true only if the Poltchageist you catch is in its Counterfeit Form. If the Poltchageist you catch is in its Artisan Form, it'll take a whopping 400 Candy to evolve it into Sinistcha's Masterpiece form (let me explain!).

The Counterfeit Form for Poltchageist does not have a stamp of authenticity on the bottom of its body, which makes it evolve normally with 50 Candy. If you do have the stamp on the bottom (which is rarer), you have an Artisan Form Poltchageist. The former evolves into Sinistcha (Unremarkable Form) and the latter into Masterpiece form.
You can find out the form of your caught Poltchageist by going into the Pokemon's profile in your storage boxes and choosing the 'Appraise' button on the hamburger menu. Your team leader will give you the details!

Before we get into the spawns for the Halloween event, it's worth noting that players can also find the shiny versions of Sinistea and Polteageist for the first time. However, it seems that there are no shiny versions for Sinistcha and Poltchageist yet, at least in Pokemon GO.
