Spectrier is a Ghost-type Legendary Pokemon that some might not have seen before unless they've played The Crown Tundra DLC for Pokemon Sword and Pokemon Shield. However, the Pokemon is now available to catch in The Indigo Disk DLC for Scarlet and Violet.
Before you can find Spectrier in the wild, you must roll credits on The Indigo Disk's main storyline. Once you do that, a man in black named Snacksworth will give you treats (at random) for every 10 Blueberry Quests you complete. These treats are specifically for legendary Pokemon. Unless you have the treat, the Pokemon won't show up at its spawn location. So you'll basically need to keep turning in quests to Snacksworth until he gives you a Spectrier Treat.
Spectrier Location in Pokemon Scarlet and Violet (Indigo Disk DLC)
Spectrier can be found near some ruins not too far west of the Dalizapa Passage fast travel spot in the Paldea region. The spot is just outside the northeastern corner of the crater that houses Area Zero. It's also south of the Glaseado Gym.
Below, we have two images: the first shows the location of Dalizapa Passage, and the second shows the location of the ruins where Spectrier is.
Once you fast travel to the Dalizapa Passage, just climb the mountain directly west and then hop down to ground level to find the ruins. The legendary Pokemon will be standing in front of the crumbled structure, waiting for a battle.
