The basic recipe for Veggie Porridge is:

This basic form of Veggie Porridge restores five hearts when eaten. While the Hylian Rice and Fresh Milk are required ingredients, the herb can be changed out with many different plants to offer different effects and a slightly different kind of Veggie Porridge. Depending on the plant that you add to your Porridge, it'll get a bonus effect based on the boost from that plant, such as a Silent Princess Plant adding a Stealth Boost to your Veggie Porridge.

Where To Get Hylian Rice & Fresh Milk In Zelda: Tears Of The Kingdom

Hylian Rice can drop almost randomly when cutting grass in lush areas of Hyrule. As long as the grass is semi-high up and green, attacking with your melee weapon will have a chance of dropping some Hylian Rice. A common area to find Hylian Rice easily is by cutting the grass around Hateno Village, though even the areas around Lookout Landing can have decent drop rates of Hylian Rice.

The easiest way to get Fresh Milk is to buy it, which can also be done at Hateno Village. Making a lot of Veggie Porridge can easily be done as long as you know how to restock the inventory of stores whenever you need to.
